Objectives

The primary objective of this tender is to appoint a qualified service provider to perform comprehensive testing, maintenance, and repairs of hydraulic rescue equipment for the City of Ekurhuleni (CoE). The service is required on an as-and-when basis, ensuring the availability and operational readiness of hydraulic rescue sets, including brands such as Holmatro, Lukas, TNT, Weber, Hurst, and Amkus, until a new tender is in place or until 30 June 2026.

Scope

The scope encompasses:

• Testing, certification, maintenance, and repairs of hydraulic rescue equipment.
• Includes various sets such as hydraulic power units, spreaders, cutters, rams, hand pumps, chains, hoses, and other accessories.
• Work to be performed within specified timeframes, with repairs completed within 6 weeks of order.
• Provision of backup equipment if delays occur.
• Ensuring equipment complies with OEM specifications and safety standards.
• Site inspections and compliance verification at the service provider’s workshop.
• Maintenance of detailed service records and reports.

Technical Requirements

The technical requirements include:

• Provision of a workshop with a minimum size of 200m², equipped with necessary tools, signage, and facilities such as wash bays and oil handling.
• Availability of special tools such as compression testers, battery chargers, diagnostic machines, and OEM-approved equipment.
• Qualified technicians with valid trade certificates issued by QCTO or equivalent.
• Relevant experience in servicing and repairing hydraulic rescue equipment for at least two years, supported by reference letters.
• OEM competency certificates/letters from the original equipment manufacturers.
• Financial capacity to deliver, evidenced by a bank statement or credit facility of at least R250,000, not older than one month.
• Compliance with legislative and procurement regulations, including tax and B-BBEE requirements.
• Insurance coverage for equipment and liability.

Skills Requirements

The skills and personnel requirements include:

• At least two qualified technicians with valid trade test certificates.
• Experience in hydraulic rescue equipment servicing and repairs.
• Ability to perform detailed inspections, testing, fault finding, and repairs according to OEM specifications.
• Competence in maintaining detailed service records and reports.
• Capacity to respond promptly to service requests and minimize equipment downtime.
