Objectives

The primary objective of this tender is to appoint a service provider for the rental of timber skeletal/logger interlink trailers to SAFCOL for a period of 4 months. The service provider will supply reliable, high-production trailers to support SAFCOL's mill delivery operations, including costs related to tyres, preventative maintenance, and other associated expenses.

Scope

The scope encompasses the rental of timber skeletal/logger interlink trailers in line with the specifications detailed in Annexure 1. The service provider is responsible for:

• Providing trailers that meet or exceed the specified plant specifications.
• Ensuring trailers are fully licensed, insured, and in good working condition.
• Maintaining the trailers regularly and repairing them as needed.
• Delivering trailers within 14 working days of order receipt to designated collection points at no cost to SAFCOL.
• Providing ad hoc replacement trailers of equivalent make and model if required.
• Managing breakdowns, repairs, roadside assistance, and replacements promptly, including providing replacements within 48 hours for major repairs or breakdowns exceeding 48 hours.
• Handling all costs related to maintenance, repairs, theft, hijacking, and accidents, including roadside assistance and replacement units.
• Ensuring trailers are roadworthy, registered, licensed, and compliant with local authorities and traffic laws.

Technical Requirements

The trailers must:

• Be timber skeletal/logger interlink trailers with 4 axles, as per Annexure 1 specifications.
• Be capable of high production performance and reliability.
• Meet or exceed the specifications outlined in the Plant Specification (Annexure 1).
• Be maintained regularly and repaired according to manufacturer specifications.
• Be delivered within 14 working days of order.
• Be insured, licensed, and registered according to the Road Traffic Act of 1996.
• Be in a roadworthy condition, with license discs affixed and valid.

Skills and Experience Requirements

Bidders must demonstrate:

• Previous experience and a track record in supplying timber skeletal/logger interlink trailers, with signed reference letters indicating project duration and scope (minimum 1 year, with increasing points for longer durations).
• Capability to deliver and install plant/equipment within specified lead times (preferably within 3-5 days).
• Ownership or leasing arrangements for the required plant/equipment, with proof of ownership or lease agreements.
• Proximity of the service provider’s operational base to the Port of Ngqura (preferably within 50-200 km).
• Compliance with legal and licensing requirements, including registration with the Central Supplier Database (CSD).
• Adherence to safety, maintenance, and operational standards, including prompt response to breakdowns and incidents.
