Objectives

The primary objectives of the tender are to appoint a service provider to facilitate the implementation of a SAQA-aligned, unit standard-based, credit-bearing training programme titled "Manage Diversity in the Workplace" at NQF Level 5 (SAQA ID: 116 928). The programme aims to:

• Support the Department in achieving its skills development initiatives and address existing skills gaps among departmental officials.
• Ensure officials are well-prepared to undertake their responsibilities and develop viable careers in line with the Human Resource Development Strategy for the Public Service.
• Enhance departmental productivity, service delivery, motivation, career advancement, and overall performance through targeted training.

Scope

The scope of work includes:

• Training 180 departmental officials across various districts and head office in the Eastern Cape for the 2026/2027 financial year.
• Providing tuition based on the specified unit standard and credit-bearing framework.
• Conducting all formative and summative assessments for participants.
• Facilitating the completion of Portfolios of Evidence (POEs) during training sessions.
• Providing proof of results and certificates for all learners within 6 months post-training.
• Offering training venues accessible to people with disabilities in each district.
• Providing catering (water and lunch) for all participants.
• Delivering training in specified towns/cities, including Kokstad, East London, Gqeberha, Mthatha, and others, as detailed in the tender document.

Technical Requirements

The service provider must:

• Be registered in the Central Supplier Database (CSD) prior to submission.
• Provide proof of accreditation by an appropriate accrediting body for delivering the specified unit standard.
• Have at least one qualified facilitator with relevant qualifications and experience, including a minimum of five sessions conducted in the last three years, supported by CVs.
• Demonstrate previous experience in implementing similar projects with traceable records.
• Ensure the availability of suitable training infrastructure, including venues, equipment (flipcharts, projectors, study guides), and instructional materials.
• Develop and submit a detailed project plan with timeframes within 7 days of contract award.
• Provide a comprehensive pricing schedule inclusive of VAT, with firm prices for all activities/services.

Skills Requirements

The bidder must possess:

• Accreditation from an appropriate body for delivering the specified unit standard.
• Qualified facilitators with relevant academic and professional qualifications.
• Experience in conducting at least five training sessions related to the unit standard within the past three years, with verifiable CVs.
• Experience in successfully implementing similar training projects, supported by references.
• Capacity to provide suitable training venues and instructional resources.
• Ability to manage assessment processes, including formative, summative, and portfolio assessments, and to deliver certificates and proof of results within stipulated timelines.
