Objectives

The primary objective of this tender is to appoint a service provider capable of providing transport services for mechanised harvesting teams as required. The service aims to facilitate the transportation of employees to various plantations and operational areas in support of mechanised harvesting activities, ensuring operational efficiency and compliance with relevant regulations.

Scope

The scope of work includes:

• Providing transport capacity for mechanised harvesting employees at various plantations in the Sabie, Graskop, Kaapse Hoop, and Amsterdam areas.
• Transporting at least 4 teams daily, with each team comprising 8 to 12 employees, depending on operational needs.
• Transporting employees from their residences in and around Sabie town or SAFCOL villages to plantation work sites, including outside the Sabie/Graskop area.
• Executing up to three trips per day per team, depending on operational requirements and shift schedules.
• Providing transport for equipment, tools, and fuel, possibly on trailers or luggage boxes fitted on vehicles.
• Adjusting transport services based on changing operational demands, including potential team movements between areas.

Technical Requirements

The technical specifications for the transport services include:

• Vehicles must possess a valid operating license issued by the local Traffic Department, compliant with the National Land Transport Act 2009.
• Vehicles must meet minimum specifications, including appropriate signage with retro-reflective stickers covering about 80% of the vehicle, and comply with the National Road Traffic Act.
• Vehicles should be mechanically sound, with no major defects such as cracked windscreens, oil or water leaks, steering or brake defects, or accident damages.
• Tyres must be of the same brand, size, and type on each vehicle, with spare tyres, jacks, triangles, fire extinguishers, and refueling containers available.
• Vehicles must be fitted with SAFCOL tracker units to support trip verification and invoicing.
• Drivers must hold valid licenses, have at least 2 years of driving experience, and comply with the National Road Traffic Act 1996.
• Transport vehicles and trailers must be fitted with appropriate signage and comply with safety and legislative standards.
• Regular inspections will be conducted to ensure ongoing compliance with vehicle standards.

Skills Requirements

The service provider's personnel must meet the following skills and compliance requirements:

• Drivers must possess valid driving licenses and demonstrate at least 2 years of relevant driving experience.
• Drivers and staff must adhere to legislative regulations, including the National Land Transport Act and COIDA requirements.
• Respondents must provide weekly logs of kilometers traveled for invoicing, supported by approved trip sheets.
• Operators should be capable of providing alternative transport in case of mechanical breakdowns or failures.
• Service providers must comply with safety standards, vehicle maintenance, and operational procedures as specified.
