The primary objective of this tender is to appoint a qualified service provider to support the design, facilitation, and documentation of the Inclusive Land Framework (ILF). The provider will offer technical input, facilitate workshops in the Greater Kruger Mega Living Landscape and other key regions, and assist in revising the ILF to enable voluntary, partnership-based land inclusion, strengthen land rights, enhance biodiversity outcomes, and unlock socio-economic benefits for marginalized landholders.

Scope

The scope of work includes:

  • Supporting the development of the ILF through phased engagement within the Greater Kruger Mega Living Landscape and national stakeholder workshops.
  • Facilitating workshops with diverse stakeholders including communities, traditional authorities, civic society, and government entities.
  • Addressing legal, institutional, and implementation aspects of the ILF, including safeguards, social and environmental considerations, and ethical frameworks.
  • Ensuring institutional memory, producing stakeholder input reports, policy frameworks, and board-level documents.
  • Supporting the translation of inputs into actionable frameworks and maintaining neutrality and traceability of stakeholder contributions.

Technical Requirements

The service provider must demonstrate expertise in:

  • South African land tenure systems, including communal land, traditional authorities, and land reform processes.
  • Participatory process design, co-creation, social compacting methodologies, and systems thinking frameworks.
  • Legal and legislative frameworks such as NEMPAA, Restitution of Land Rights Act, CPA Act, SPLUMA, and traditional land use governance.
  • Economic pathways related to biodiversity economy, community benefit-sharing, and nature-based livelihoods.
  • Producing stakeholder input reports, policy documents, and high-level governance reports.
  • Engaging with stakeholders, communities, and traditional leaders over multiple years, with verifiable experience in stakeholder engagement and policy formulation.

Skills Requirements

The successful bidder must possess:

  • Deep understanding of South African land tenure and conservation legislation.
  • Proven experience in land reform, natural resource governance, and social compacting in South Africa.
  • Strong participatory process design and facilitation skills, including experience with deliberative dialogue and social compacting frameworks.
  • Legal and legislative advisory expertise related to land use and management.
  • Experience in biodiversity economy initiatives, community benefit-sharing models, and livelihoods development.
  • Ability to produce comprehensive stakeholder input reports, policy frameworks, and high-level governance documents.
  • Extensive stakeholder engagement experience, particularly with communities and traditional leaders, supported by verifiable references.
  • Proven track record in managing high-conflict, multi-stakeholder processes with relevant project documentation.
  • Team leader with at least 4 years of relevant experience, preferably with qualifications at NQF level 7 or higher.
  • Capacity to translate diverse stakeholder inputs into actionable frameworks and communicate effectively in primary languages of stakeholders.
