Objectives

The primary objective of this tender is to appoint a suitably qualified and experienced Fire Engineer / Fire Services Consultants to provide fire engineering services related to the installation, testing, and commissioning of fire detection and alarm systems across Mangosuthu University of Technology (MUT) campuses. The appointed professional will ensure that the fire detection and alarm systems comply with statutory requirements, applicable standards, and local fire authority regulations, thereby enhancing safety and reliability across campus facilities.

Scope

The scope of work includes:

• Provision of comprehensive fire engineering services for the installation of fire detection and alarm systems at MUT.
• Design, testing, and commissioning of fire detection and alarm systems in various campus buildings, including lecture venues, laboratories, offices, residences, and support facilities.
• Preparation of design documentation, procurement support, and contract administration.
• Ensuring systems are designed and installed in accordance with relevant standards and authorities’ requirements.
• Deliverables encompass all stages from inception, concept and viability, design development, documentation and procurement, contract administration, inspection, to project close-out.

Technical Requirements

The technical requirements for the project include:

• Design and installation of fire detection and alarm systems compliant with SANS standards and local fire authority regulations.
• Provision of communication systems related to fire safety.
• Adherence to the guidelines for professional fees at each project stage, based on the estimated construction value of R3,500,000 (excluding VAT).
• Preparation of detailed method statements, preliminary programs, and project timelines.
• Submission of reference letters for similar projects, demonstrating experience in fire detection systems within institutional or multi-building environments.
• Compliance with all statutory, safety, and quality standards throughout the project lifecycle.

Skills and Qualifications Requirements

The successful bidder must possess:

• Professional registration with the Engineering Council of South Africa (ECSA) as a Fire Engineer or Mechanical Engineer.
• Attaching CVs and qualifications demonstrating relevant experience and expertise in fire engineering projects, especially in fire detection and alarm systems.
• Verifiable reference letters from similar projects, indicating capability to deliver projects of comparable scope and complexity.
• Experience in designing, installing, and commissioning fire detection and alarm systems in institutional or multi-building environments.
• Ability to prepare detailed method statements, project programs, and cost estimates aligned with project stages.
• Understanding of statutory requirements, standards (such as SANS), and local fire authority regulations.
