Objectives

The primary objective of this tender is to appoint a suitably qualified land surveyor firm to conduct underground utility detection, surveying, mapping, and coordination of Sewer, Stormwater, electrical, and ICT services at Mangosuthu University of Technology. The goal is to facilitate effective underground service detection, condition assessment, and comprehensive infrastructure mapping to support future maintenance, refurbishment, construction, and planning projects.

Scope

The scope of work includes:

• Conducting GPR scanning to accurately locate underground services such as stormwater networks, sewer reticulation, and potable water pipelines within a shallow depth of up to 4 meters.
• Determining details for each detected service, including 2D/3D measured drawings and models in CAD and PDF formats, with differentiation legends and coordinate overlays on topographical layouts.
• Carrying out a topographical survey by a registered professional surveyor to produce a detailed Digital Terrain Model (DTM), representing existing ground levels and features, with an accuracy of 50mm horizontally and 10mm vertically.
• Surveying existing infrastructure such as sewer lines, manholes, stormwater lines, water mains, electrical and fire connection points, fire hydrants, valves, chambers, and related underground structures.
• Surveying adjacent roads, intersections, and relevant features including benchmarks, levels, flow directions, pipe materials, street furniture, trees, cadastral boundaries, and other relevant objects.
• Producing comprehensive as-built drawings and infrastructure maps to support future infrastructure development and maintenance activities.

Technical Requirements

The technical requirements include:

• Use of Ground Penetrating Radar (GPR) for shallow underground utility detection within a 4-meter depth.
• Generation of detailed 2D and 3D CAD and PDF drawings with clear differentiation of services using legends and color codes.
• Coordinate underground services with existing topographical data, including reference benchmarks and levels.
• Execution of a professional topographical survey following standards of the National Geo-spatial Information and South African Provincial Map Series.
• Survey accuracy: within 50mm for horizontal and 10mm for vertical features.
• Inclusion of all relevant infrastructure, street features, cadastral information, and underground structures in the survey and mapping process.
• Preparation of detailed reports, models, and drawings to facilitate effective infrastructure management.

Skills and Skills Requirements

The skills and qualifications required for the successful bidder include:

• Registration with the South African Geomatics Council (SAGC) as Professional Land Surveyors, with proof of registration for each director/owner.
• Experience in underground utility detection, surveying, and mapping, particularly using GPR technology.
• Proficiency in producing detailed CAD and PDF infrastructure drawings, including 2D/3D models and topographical layouts.
• Capability to carry out professional topographical surveys adhering to national standards, with high accuracy levels.
• Experience in infrastructure condition assessment, mapping, and coordination of multiple utility services.
• Ability to interpret and coordinate existing underground services with surface features and cadastral data.
• Strong technical expertise in GIS, Geospatial, and Geomatics disciplines, with relevant project references and recommendation letters.
• Qualified personnel with appropriate skills in survey data collection, CAD modeling, GIS analysis, and infrastructure mapping.
