Objectives

The primary objective of this tender is to appoint multiple service providers responsible for cleaning and maintenance of public ablution facilities, picnic/braai areas, and refuse bins within specified locations for the period from 1 December 2025 to 31 January 2026. The aim is to ensure hygienic, well-maintained public amenities during the peak holiday season.

Scope

The scope includes:

• Provision of cleaning staff to maintain public ablution facilities and braai areas at designated sites: Kathys Park, Wilson Street, The Heads, Coney Glen, Leisure Isle, Bollard Bay, Buffalo Bay, and Brenton-on-Sea.
• Maintenance of ablution facilities, including minor plumbing repairs, leakages, blockages, and fittings.
• Cleaning and upkeep of picnic benches, tables, beaches, refuse bins, and streets within the specified areas.
• Refuse collection and disposal, including emptying bins and placing waste bags for collection.
• Provision of experienced handymen with plumbing expertise for the duration of the contract.
• Additional services such as plumbing repairs, minor maintenance, and ensuring safety and hygiene standards are met.

Technical Requirements

The technical requirements specify:

• Compliance with the Safety Act, Act 85 of 1993, and other relevant legislation.
• Provision of qualified personnel capable of cleaning, minor plumbing repairs, and maintenance, with supervisory experience.
• Use of appropriate cleaning materials, equipment, and protective clothing (municipality will not supply these).
• Adherence to cleaning frequency: toilets cleaned at least twice daily, regular monitoring, and reporting of faults.
• Proper storage and handling of chemicals, detergents, and equipment, following Occupational Health and Safety regulations.
• Implementation of safety measures, including locking of premises after cleaning operations.
• Maintenance of hygiene standards, including regular cleaning of fixtures, floors, walls, and fixtures in ablution facilities and picnic areas.
• Provision of plumbing services on an as-needed basis, with qualified plumbers available during peak season.

Skills Requirements

The tender requires suppliers to have:

• Experienced cleaning staff with supervisory skills and knowledge of hygiene standards.
• At least 3 years of plumbing experience for handymen involved in minor repairs and maintenance.
• Ability to operate and maintain cleaning equipment and tools effectively.
• Knowledge of occupational health and safety regulations and proper handling of chemicals.
• Capacity to manage stock, implement proper control measures, and ensure compliance with municipal regulations.
• Good communication skills for reporting faults, completing audit checklists, and coordinating with municipal officials.
• Ability to work seven days a week, including public holidays, during the contract period.
