Objectives

The primary objective of this tender is to appoint multiple service providers responsible for cleaning and maintenance of public ablution facilities, picnic/braai areas, refuse bins, and related services within specified locations for the period from 1 December 2025 to 31 January 2026. The aim is to ensure hygienic, well-maintained public amenities during the peak holiday season, including litter picking, minor repairs, and operational support for facilities such as toilets, picnic areas, beaches, and refuse collection points.

Scope

The scope encompasses:

• Provision of cleaning staff for ablution facilities, picnic/braai areas, beaches, streets, and refuse bins at designated locations including Kathys Park, Wilson Street, The Heads, Coney Glen, Leisure Isle, Bollard Bay, Buffalo Bay, and Brenton-on-Sea.
• Maintenance of ablution facilities, including plumbing repairs, leakages, blockages, and minor fittings.
• Cleaning and upkeep of picnic benches, tables, beaches, and refuse bins, including litter removal and minor repairs.
• Provision of experienced handymen with plumbing expertise for operational repairs during the peak period.
• Cleaning of streets, beaches, and public areas with specified frequencies.
• Provision of qualified plumbers on an as-needed basis for emergency repairs.

Technical Requirements

The technical specifications include:

• Adherence to Safety Act, Act 85 of 1993, and Occupational Health and Safety regulations.
• Provision of own tools, equipment, protective clothing, and uniforms; no supplies will be provided by the municipality.
• Cleaning to be performed at least twice daily for toilets, with regular monitoring and audit checklists.
• Use of color-coded equipment for hygiene and safety compliance.
• Proper stock control, storage, and reporting via stock requisition forms.
• Ensuring security of municipal premises during cleaning operations.
• Compliance with legislation, including Labour Act, and proper training of personnel.
• Maintenance of hygiene standards, including regular emptying of bins, litter picking, and minor repairs.
• Provision of plumbing services with qualified personnel for emergency repairs during peak season.

Skills Requirements

The tender mandates the following skills and qualifications for service providers and personnel:

• Experience in cleaning and maintenance of public facilities, with a preference for proven track records.
• At least 2 experienced handymen with a minimum of 3 years plumbing experience for operational repairs.
• Supervisory staff capable of overseeing daily operations, ensuring safety, and compliance with standards.
• Ability to operate cleaning machinery and tools safely and effectively.
• Knowledge of occupational health and safety regulations and proper chemical handling.
• Competence in stock management, reporting, and adherence to municipal policies.
• Good communication skills for coordination and reporting with municipal officials.
• Availability of qualified plumbers on an as-needed basis for emergency repairs during the peak period.
