Objectives

The primary objective of this tender is to appoint a qualified professional consultant to design and supervise the construction of high security fencing and guardhouses at various state premises, including a site that forms part of a National Key Point (NKP) facility. The consultant will ensure that security features are properly designed, compliant with security standards, and constructed according to specifications.

Scope

The scope of work includes:

• Provision of detailed civil and structural design for high security fencing and guardhouses at multiple sites.
• Preparation of tender documentation and support for construction supervision and contract administration.
• Ensuring all security designs are reviewed and approved by the Employer’s security division prior to construction.
• Compliance with NKP security and confidentiality requirements, including restrictions on information sharing.
• Incorporation of security features and standards into the design, with review and approval processes.

Technical Requirements

The technical requirements for the tender include:

• Submission of detailed civil and structural design documentation for security fencing and guardhouses.
• Preparation of tender documentation to support construction procurement.
• Design review and approval by the security division of the employer.
• Compliance with NKP security standards and confidentiality protocols.
• Inclusion of security features reviewed and approved prior to construction.
• Provision of professional team certifications, including registration with relevant bodies (ECSA, SACAP, SACPCMP).
• Submission of a proposed methodology, programme, and detailed fee proposal.

Skills Requirements

The skills and qualifications required for the successful bidder include:

• Registered professional consultants with valid registration certificates (ECSA, SACAP, SACPCMP).
• Proven experience in designing security infrastructure, specifically high security fencing and guardhouses.
• Experience in projects involving security-sensitive facilities, preferably National Key Point sites.
• Capability to prepare comprehensive design, tender documentation, and supervise construction activities.
• Ability to ensure compliance with security standards, confidentiality, and NKP requirements.
• Team members with relevant expertise and professional indemnity insurance coverage.
• Demonstrated ability to develop methodologies, programmes, and detailed fee proposals for similar projects.
