Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive cleaning services at the Amathole District's Alice Service Office and Middledrift Service Office for a period of twelve (12) months. The aim is to ensure hygienic, well-maintained office environments through professional cleaning, waste removal, and related services, supporting the Department of Social Development's goal of building a caring society.

Scope

The scope of work includes:

• Cleaning of offices, entrance halls, toilets, kitchens, passages, and vehicles.
• Gardening and outdoor maintenance.
• Refuse removal and waste management.
• Supply and management of cleaning equipment, chemicals, and consumables such as toilet paper.
• Deep cleaning of carpets and upholstery.
• Cleaning and disinfecting of toilets, urinals, sinks, and related fixtures.
• Vehicle cleaning on a weekly basis.
• Sanitary bin disposal and sanitary pad bin supply.
• Provision of uniforms and personal protective equipment (PPE) for cleaning staff.
• Verification of office sizes and facilities prior to quotation submission.

Technical Requirements

The technical requirements include:

• Provision of all necessary cleaning equipment (vacuum cleaners, mops, brooms, chemicals, etc.) in fully functional and safe condition.
• Adherence to health and safety regulations and compliance with applicable standards.
• Implementation of cleaning schedules as specified, including daily, weekly, and monthly tasks.
• Deep cleaning of carpets and upholstery at least three times during the contract period.
• Regular waste removal, including twice-daily emptying of waste bins.
• Use of environmentally friendly and approved cleaning chemicals.
• Provision of uniforms and PPE for all cleaning staff, with staff neatly dressed and identifiable.
• Verification of office sizes and facilities before submitting quotations to ensure accurate pricing.

Skills Requirements

The successful service provider must demonstrate:

• Experience of at least six (6) months in providing cleaning services on a contractual basis, supported by relevant documentation (contracts, references).
• Capability to supply and manage cleaning personnel, including recruitment, training, and supervision.
• Ability to provide and maintain all necessary cleaning equipment and consumables.
• Knowledge of health and safety standards applicable to cleaning operations.
• Capacity to adhere to specified cleaning schedules and quality standards.
• Proficiency in waste management and environmental best practices.
• Ability to support local economic development by sourcing at least 50% of cleaning staff from the local ward.
• Compliance with all legal, safety, and procurement regulations as outlined in the RFQ documentation.
