Objectives

The primary objective is to procure and deliver standardized Basic Life Support training materials to support accredited healthcare training programs at the Regional Training Centre. The supplies aim to equip trainees with essential educational resources and facilitate accurate certification tracking for provincial health personnel.

Scope

The tender covers a once-off supply and delivery of 1,800 BLS training sets to the designated provincial health facility. The scope encompasses end-to-end logistics, including packaging, transportation, and final handover at the specified site. Evaluation follows a strict three-stage process: administrative compliance, specification adherence, and a combined price/preference scoring system. Prices must remain firm for 90 days, and all delivery costs must be bundled into the quoted unit price.

Technical Requirements

• Each set must contain the original American Heart Association Basic Life Support for Healthcare Providers manual (2025 edition).
• Inclusion of an electronic course completion card (eCard) to be registered on the provincial health department’s official training profile.
• Provision of a ventilation pocket mask housed in a durable hard plastic case.
• All items must be brand new, unused, and possess a minimum shelf-life validity of six months from the date of delivery.
• Bidders must submit descriptive literature or colour brochures to verify product compliance.
• Quotations must be submitted on official government forms without retyping, and late submissions are strictly rejected.

Skills Requirements

As this is a direct goods supply contract, no specialized clinical or technical skills are mandated. Suppliers are expected to demonstrate standard operational capabilities in inventory management, logistics coordination, regulatory documentation, and strict adherence to public sector procurement compliance frameworks.

Notable Terms & Conditions

eCard Integration: Unlike traditional paper certificates, the eCard requires digital provisioning and linkage to the department’s internal training database, necessitating coordination with provincial administrative systems for successful activation.

Preferential Procurement Framework: The 80/20 scoring model allocates 20 points to companies with at least 51% ownership by historically disadvantaged persons, aligning with national transformation policies.

Strict Compliance Protocol: Failure to submit mandatory returnable documents (including CSD verification, tax clearance, and disclosure forms) results in automatic disqualification. The department reserves the right to reject any quotation that fails to meet administrative or specification thresholds.

Penalties & Termination: Delayed deliveries incur daily penalties calculated at the prime interest rate. Contract termination may follow non-performance, fraud, or corrupt practices, potentially resulting in a ten-year prohibition from public sector contracts.
