Objectives

The primary objectives of this tender are to appoint qualified service providers for two main projects:

• To establish a framework contract for an electrical contractor responsible for planning, designing, constructing, and closing out the Ntabankulu Local Municipality electrification programme over a period of 24 months.
• To establish a 3-year framework contract with five roads maintenance contractors for ongoing road maintenance services.

Scope

The scope includes:

• For the electrical contractor: Planning, design, construction, and project close-out related to the electrification programme within Ntabankulu Municipality.
• For the roads maintenance contractors: Providing maintenance services for roads within the municipality over three years.

Additional specifications and detailed project requirements will be attached to the tender documentation.

Technical Requirements

Mandatory technical criteria include:

• Proof of CIDB registration with the required grading (Grade 6EP or higher for electrical, Grade 4CE or higher for roads).
• Submission of past three years’ audited financial statements (for bids above R10 million).
• Provision of project team CVs, occupational health and safety plan, and proof of municipal rates clearance.
• Application on the Central Supplier Database (CSD) with a valid report.
• Submission of a formal guarantee and letter of intent from the proposed guarantor.
• Proof of company registration, ID copies of owners, and relevant certifications.
• For joint ventures or consortia, a consolidated CIDB grading and individual grades for each company.

Stage 1 evaluation will assess capacity and experience, requiring a minimum of 70% functionality score to proceed.

Skills Requirements

Applicants must demonstrate:

• Relevant experience on similar projects, with scores allocated based on project complexity and scope.
• Qualified personnel with appropriate expertise, evidenced by CVs.
• Availability of plant and equipment relevant to the project scope.
• A comprehensive methodology outlining the approach to project execution.
• Compliance with occupational health and safety standards.

Additionally, bidders should show capacity through past project performance, personnel experience, and relevant resources to meet the project demands effectively.
