Objectives

The primary objective of this tender is to complete the mechanical HVAC installation for the Bloemfontein Regional Office, ensuring the system adheres to original design specifications, is properly commissioned, tested, and handed over for operational use. The project aims to rectify deficiencies, complete the installation for retention, and ensure functionality, safety, and compliance with relevant standards.

Scope

The scope includes:

• Close-out of existing HVAC systems and minor alterations to meet original design intent.
• Supply, delivery, installation, commissioning, testing, and handover of HVAC equipment and materials.
• Installation of air conditioning units, chillers, ductwork, piping, electrical connections, and associated controls.
• Provision of documentation, manuals, "as-built" drawings, and training for operational staff.
• Compliance with specifications, standards, and statutory requirements.
• Provision of site reports, snag lists, and defect rectification during the guarantee period.

Technical Requirements

The technical scope encompasses:

• HVAC system components including air handling units, split units, chillers, ducting, piping, and insulation as per specifications.
• Adherence to relevant standards such as SANS, ISO, BS, and local regulations for installation, testing, and safety.
• Proper installation of electrical systems, control panels, coding, labelling, and safety notices.
• Performance testing, balancing, and commissioning in accordance with specified codes (e.g., SANS 10173, CIBS, NFPA).
• Provision of manuals, training, and maintenance documentation.
• Implementation of noise and vibration control measures.
• Compliance with environmental, health, and safety regulations.

Skills and Skills Requirements

The tenderer must demonstrate:

• CIDB contractor grading of 2 ME or higher, or equivalent emerging enterprise grading.
• Experience on comparable HVAC projects within the past 5 years, including references and contactable clients.
• Qualified personnel with appropriate technical and professional certifications, including project managers, HVAC technicians, electrical engineers, and safety officers.
• Capability to undertake installation, balancing, testing, and commissioning of complex HVAC systems.
• Knowledge of relevant standards, codes, and statutory requirements.
• Ability to prepare detailed reports, snag lists, and operational manuals.
• Experience in site management, safety compliance, and coordination with other trades.
• Proven track record in delivering projects within budget and schedule, with quality workmanship.
