Objectives

The primary objective of this quotation is to procure and deliver durable, compliant seating furniture to support the daily operations and patient/staff comfort at Hlengisizwe Community Health Centre under the KwaZulu-Natal Department of Health.

Scope

The scope covers the one-off supply, transport, and handover of two categories of chairs to the designated health facility:

• 154 units of High Back Swivel Chairs
• 20 units of Visitor’s Chairs

All items must be delivered to the specified address within the delivery period stated by the bidder. The arrangement functions as a direct supply contract without an extended service period unless otherwise amended.

Technical Requirements

Bidders must ensure all supplied goods meet the following technical, quality, and compliance standards:

• High Back Swivel Chairs: Must feature a synthetic leather PU seat and back, standard seat foam, chrome armrests with PU padding, a 350mm chrome base, 50mm castors, a Class 2 gas lift mechanism, swivel and tilt functionality, and a maximum load capacity of 120 kg.
• Visitor’s Chairs: Must conform to the attached visual specification and maintain equivalent structural integrity and finish quality.
• Quality & Standards: All goods must be brand new, unused, and represent the most recent commercial models. They must comply with applicable South African National Standards (SANS/SABS).
• Warranty: A minimum twelve-month warranty from delivery and acceptance, or eighteen months from shipment, whichever concludes first, covering defects in design, materials, or workmanship under normal use.
• Packaging & Insurance: Goods must be securely packed to withstand transit conditions and fully insured against loss or damage until delivered and unloaded at the consignee’s site.
• Submission Compliance: Official quotation forms must be used without retyping. Bidders must attach a completed SBD 4 form, B-BBEE certificate or sworn affidavit, Central Supplier Database (CSD) registration proof, and valid tax clearance documentation.

Skills Requirements

No specialized professional or technical certifications are explicitly required for this supply contract. However, bidders must possess adequate logistical coordination capabilities, inventory management systems, and administrative competence to execute timely deliveries, manage warranty servicing, and adhere to public sector procurement and reporting protocols.

Notable Procurement & Contractual Terms

80/20 Preference Point System: Evaluation allocates 80 points based on price competitiveness and 20 points for specific transformation goals. Full points for the specific goal are granted to enterprises at least 51% owned by Black people, verified through a B-BBEE certificate or sworn affidavit.

SBD 4 Declaration of Interest: A mandatory disclosure form requiring bidders to declare any personal, familial, or business relationships with employees of the KwaZulu-Natal Department of Health. Undisclosed relationships constitute a false declaration and result in immediate disqualification.

General Conditions of Contract (GCC) & Special Conditions (SCC): Standard government contract frameworks apply. Key provisions include penalty deductions calculated at the prime interest rate for delayed deliveries, termination rights for default or insolvency, strict anti-collusion and anti-fraud enforcement, and a 90-day quotation validity period. Late submissions are automatically rejected, and quotations must be physically deposited in the designated box before closing time.
