Objectives

The primary objective of this tender is to appoint a qualified and compliant service provider to supply and deliver essential cleaning materials and equipment to municipal libraries under Umdoni Municipality. Scope

The scope covers the provision of a predefined list of cleaning chemicals, janitorial consumables, manual tools, and mechanical equipment. Line items include surface disinfectants, glass and furniture polishes, toilet and tile cleaners, liquid hand wash, paper towels, toilet rolls, air fresheners, rubber gloves, dishwashing supplies, heavy-duty mops, soft brooms, dust cloths, padlocks, batteries, refuse bags, and industrial vacuum cleaners. Quantities vary per item, and the successful bidder is responsible for secure packaging, transportation, and final delivery to designated library locations within the municipality.

Technical Requirements

• All goods must be new, unused, and conform to recognized industry standards and municipal specifications.
• A minimum warranty of twelve months from delivery acceptance or eighteen months from shipment applies, whichever concludes first.
• Packaging must be durable enough to prevent damage, deterioration, or contamination during transit and storage.
• Quotations must remain valid for one hundred and twenty days from the closing date.
• Bids must be physically deposited in the designated tender box by the stated deadline; late submissions will be automatically rejected.
• Suppliers must be registered on the Central Supplier Database and submit proof of Tax Compliance Status.
• The contract is subject to standardized municipal evaluation criteria, including relevant specifications, capability, value for money, and preferential procurement regulations.

Skills Requirements

• Proven experience in the wholesale distribution or supply of commercial cleaning products and janitorial equipment.
• Established logistics and fleet capabilities to manage bulk orders and distribute items across multiple municipal sites.
• Familiarity with South African public sector procurement frameworks, including B-BBEE compliance, municipal bidding procedures, and supply chain governance.
• Administrative competence to complete mandatory statutory documentation, such as sworn affidavits, preference point claims, conflict-of-interest declarations, and independent bid determination certificates.

• PPPFA 80/20 Preference System: A scoring methodology where eighty percent of evaluation points are awarded based on price competitiveness, and twenty percent are allocated for socio-economic goals, specifically targeting Black ownership levels and enterprises located within the municipality or district.
• Central Supplier Database (CSD): A national government registry that consolidates supplier registration, tax status, and banking details. Participation requires active enrollment and submission of an official CSD summary report alongside the quotation.
• General Conditions of Contract (GCC): Standardized legal terms issued by the National Treasury that govern contract execution. Key provisions include inspection rights, warranty obligations, penalty calculations for delayed delivery (calculated using the prime interest rate), and grounds for termination due to default, insolvency, or corrupt practices.
• Declaration of Interest & Past SCM Practices: Statutory forms requiring bidders to disclose any familial or professional connections to state officials, confirm absence of fraud or corruption convictions within the past five years, and verify no outstanding municipal debt. These declarations safeguard procurement integrity and prevent conflicts of interest.
