Objectives

The primary objective of this tender is to procure services for the cleaning of diesel tanks at St Francis Hospital. This includes in-situ diesel fuel tank cleaning, fuel remediation, generator maintenance, and associated services to ensure the proper functioning of diesel generators and fuel storage systems.

Scope

The scope encompasses:

• Cleaning and remediation of in-situ diesel storage tanks, including removal of debris, water, and contaminants.
• Performing major servicing of diesel generators, including oil, cooling, and control systems.
• Sampling and laboratory analysis of diesel fuel before and after cleaning to confirm remediation effectiveness.
• Providing detailed reports, certificates of waste disposal, and compliance documentation.
• Executing the work within specified timeframes, including site preparation, safety compliance, and post-service testing.

Technical Requirements

The technical scope includes:

• Compliance with all legislated safety standards, including SANAS 10089 and SANAS 11089/1 for tank cleaning and fuel remediation.
• Use of proven, accredited tank cleaning and fuel remediation equipment with specified processing flow rates and filtration capabilities.
• Trained, experienced, and accredited personnel for tank cleaning and fuel remediation operations.
• Minimal waste generation (<1% of tank capacity) and proper disposal at accredited facilities.
• Pre- and post-cleaning sampling and laboratory analysis to verify fuel quality and remediation success.
• Provision of detailed method statements, safety documentation, and compliance certificates.

Skills Requirements

The bidder must demonstrate:

• Qualified personnel with Diesel Mechanic trade test certificates and relevant experience in generator and fuel tank maintenance.
• Technical expertise in fuel remediation processes, tank cleaning, and laboratory sampling procedures.
• Capability to operate accredited tank cleaning and fuel remediation equipment.
• Experience in handling hazardous waste and ensuring environmental compliance.
• Ability to produce detailed reports, certificates, and documentation confirming compliance and successful remediation.
