Objectives

The primary objective of this tender is to procure services for the cleaning of the standby generator diesel tanks at Mosvold Hospital. This includes tank cleaning, fuel remediation, sample analysis, and ensuring compliance with safety and environmental standards to maintain operational efficiency of the hospital's power generators.

Scope

The scope encompasses:

• Annual servicing and cleaning of the outside (23,000 L) and inside (800 L) diesel tanks.
• Fuel sampling before and after cleaning, including laboratory analysis per SANS 342 standards.
• Fuel remediation to remove debris, water, bio-film, and contaminants, with minimal waste generation.
• Provision of reports, certificates, and compliance documentation post-service.
• Adherence to safety, environmental, and legislative requirements during tank cleaning and fuel remediation.

Technical Requirements

The technical scope includes:

• Tank cleaning using proven, accredited equipment with a flow rate of at least 1:8 tank volume ratio.
• Removal of bottom debris, water (free, entrained, emulsified), solid contaminants, and bio-film.
• Sampling and analysis of fuel before and after cleaning, using recognized laboratory standards (SANS 342).
• Provision of a detailed report confirming successful remediation and cleaning.
• Issuance of certificates for waste disposal and fuel quality status.
• Compliance with all safety, health, and environmental legislation.

Skills Requirements

The contractor must demonstrate:

• Qualified personnel trained and accredited in tank cleaning and fuel remediation procedures.
• Experience in handling large diesel tanks and fuel quality testing.
• Capability to draw and handle samples according to recognized standards and procedures.
• Ability to prepare comprehensive reports and certificates post-service.
• Knowledge of safety protocols related to fuel handling, tank cleaning, and waste disposal.
