Objectives

The primary objective of this tender is to procure services for the cleaning of standby generator diesel tanks at Mosvold Hospital and associated clinics. The aim is to ensure the tanks are maintained in a clean and operational condition, including fuel polishing, fuel remediation, and tank servicing, to support reliable power generation and fuel quality standards.

Scope

The scope encompasses:

• Cleaning and fuel polishing of diesel tanks at Mosvold Hospital and various clinics.
• Sampling and analysis of diesel fuel before and after cleaning, including SANS 342 testing.
• Fuel remediation to remove debris, water, bio-film, and contaminants.
• Provision of reports, certificates of remediation, and disposal certificates.
• Adherence to safety, legislative, and environmental standards during service delivery.
• Additional scope includes servicing of major equipment such as canopy diesel tanks, with documentation and compliance reporting.

Technical Requirements

The technical specifications include:

• Drawing bottom samples of diesel fuel prior to cleaning, using recognized sampling equipment.
• Sealing and labeling samples for lab analysis, including SANS 342 testing for fuel quality.
• Tank cleaning to remove sludge, water, solid contaminants, and bio-film, with minimal waste (<1% of tank capacity).
• Fuel remediation using BV accredited or similar technology capable of full spectrum water extraction, metallic particulate removal, and three-phase filtration down to 3 microns.
• Use of proven, accredited equipment and technology with specified flow rates and safety standards.
• Post-service sampling, reporting, and certification of successful remediation, including waste disposal certificates.
• Compliance with all legislated safety, environmental, and health requirements.

Skills Requirements

The contractor must demonstrate:

• Qualified personnel trained and accredited in tank cleaning and fuel remediation procedures.
• Experience in handling diesel tank cleaning, fuel sampling, and laboratory analysis.
• Ability to provide detailed reports, certificates, and documentation as per specifications.
• Knowledge of safety standards and environmental regulations related to fuel tank servicing.
• Capacity to perform sampling, analysis, and remediation in accordance with SANS standards and legislative requirements.
