Objectives

The primary objective of this tender is to replace the outdated boiler system with a modern LP gas geyser system at the ablution facility of the Ellensrust Camping Site in Stilbaai. The project aims to enhance hot water reliability, improve energy efficiency, ensure compliance with current gas safety standards, and maintain uninterrupted service for municipal campers.

Scope of Work

• Supply and install four LP gas multi-burner water heaters with a minimum flow rate of 28 litres per minute.
• Install high-pressure and low-pressure gas regulators alongside a 5-on/5-off gas cylinder manifold.
• Install PEX 20/25 gas piping configured for high-to-low pressure distribution.
• Integrate all new units with the existing ablution facility water lines.
• Construct a lockable, heavy-duty galvanised steel and mesh enclosure for ten 48kg LP gas cylinders, complete with roof sheeting, anchored to an existing concrete slab.
• Provide four 240-volt wall sockets to supply electricity to the gas geysers.
• Supply all materials, labour, tools, and equipment required for installation.
• Maintain site cleanliness throughout the project and remove all construction rubble upon completion.
• Include one year of scheduled annual maintenance service with the quoted price.

Technical Requirements

• LPGSA Registration: The contractor must be registered with the Liquefied Petroleum Gas Association of South Africa (LPGSA), a national body that certifies competence in the safe handling, installation, and maintenance of gas systems.
• CIDB Grading: An estimated Civil Engineering Development Board (CIDB) grading of 1ME or higher is required. This denotes contractors capable of executing medium-scale civil engineering projects involving mechanical and plumbing installations.
• References: Submission of at least three verified references for gas system installation projects, each with a minimum contract value of R180,000.
• Warranties & Certification: A two-year warranty on the gas heating units and a minimum five-year written guarantee on all workmanship. A valid Gas Certificate must be issued and submitted after final invoice payment.
• Delivery Schedule: Full completion within four weeks of appointment. A daily penalty equal to 10% of the original contract price will apply for every day of delay.
• Compliance Documentation: Mandatory Central Supplier Database (CSD) registration, SARS Tax Compliance Status PIN/certificate, and a valid B-BBEE verification certificate or sworn affidavit.
• Evaluation Framework: The 80/20 Preference Points system applies, allocating 80 points for competitive pricing, 10 points for B-BBEE status level, and 10 points for local business presence within the municipality.

Skills Requirements

• Specialised expertise in LP gas system design, pipework installation, regulator calibration, and manifold configuration.
• Proficient plumbing skills to seamlessly connect new gas appliances to existing municipal water infrastructure without compromising pressure or flow.
• Structural fabrication and construction capabilities to build secure, weather-resistant steel gas storage enclosures.
• Basic electrical installation knowledge to safely mount and wire dedicated 240-volt power outlets.
• Ability to accurately assess site conditions, take precise measurements, and finalise layouts during the compulsory site inspection.
• Strong project management and scheduling capabilities to strictly adhere to the four-week delivery window.
• Familiarity with South African municipal supply chain management protocols, general contract conditions, and occupational health and safety regulations governing gas installations.
