Objectives

The primary objective of this tender is to conduct a comprehensive technical audit of the existing HVAC system in Addington Hospital's Tower Block. This includes identifying root causes of system deficiencies and failures, evaluating system design, installation quality, equipment condition, and operational performance, and providing practical, technically justified remedial solutions with associated costs.

Scope

The scope of work encompasses:

• Technical Conditional Assessment: Independent evaluation of the entire HVAC installation, including system design, functionality, construction quality, and equipment such as chillers, cooling towers, AHUs, pumps, ductwork, piping, control systems, and instrumentation.
• Assessment Report: Preparation of a detailed report covering system condition, performance, compliance with policies and standards, deficiencies, root cause analysis, and recommendations for rectification.
• Technical Specification & Costing: Development of detailed technical specifications and a fully priced Bill of Quantities for recommended remedial works.
• Professional Oversight: All assessments and reports to be overseen and endorsed by a registered HVAC mechanical engineer, with final sign-off required.
• Handover Documentation: Submission of comprehensive assessment reports, technical specifications, and cost estimates in both electronic and hard copy formats.

Technical Requirements

The technical requirements include:

• Independent and impartial assessment of the HVAC system's design, installation, equipment, and operational status.
• Evaluation of system components such as chillers, cooling towers, AHUs, pumps, ductwork, piping, control systems, and instrumentation.
• Root cause analysis of deficiencies, failures, and non-compliances.
• Provision of technically justified recommendations for repairs and system rehabilitation.
• Preparation of technical specifications and a detailed, fully priced Bill of Quantities for corrective works.
• Supervision and sign-off by a professionally registered HVAC engineer with relevant experience.

Skills Requirements

The tenderer must demonstrate:

• Registration and competence in air conditioning and refrigeration systems in accordance with Department of Employment and Labour standards.
• Valid SAQCC Gas certification (minimum category B, 6) for Chilled Water Systems.
• Overseeing mechanical engineer must be registered with the Engineering Council of South Africa (ECSA) with at least six (6) years of demonstrable HVAC system design, auditing, and commissioning experience.
• Provision of CVs and proof of relevant HVAC project experience for the professional engineer.
