Objectives

The primary objective is to appoint a qualified service provider for the comprehensive maintenance, repair, and replacement of the Central Operating Theatre (COT) Heating, Ventilation, and Air Conditioning (HVAC) plant at Victoria Mxenge Hospital. The contract ensures optimal environmental conditions critical for surgical safety, infection control, and mechanical reliability through structured preventive maintenance and timely corrective interventions.

Scope of Work

This is a once-off service project estimated to span one calendar month (twenty working days). The scope covers six main HVAC units distributed across the COT facility, including main plant areas, theatre sections, casualty duty rooms, and ambulance bays. Services encompass preventive maintenance, major servicing, component replacement, duct and filter inspections, air curtain installations, and system calibrations. All activities must comply with strict hospital operational protocols, requiring advance coordination with ward staff and safety officers before execution.

Technical Requirements

• Execution of detailed preventive maintenance schedules for HVAC control systems, air-cooled condensers, water chillers (shell and tube), air-handling units (AHUs), and OT duct/filter networks.
• Mandatory electrical compliance testing per national standards, including meg-ohm testing, contactor verification, overload setting confirmation, and cable integrity checks.
• Refrigeration system diagnostics: pressure switch calibration, oil/refrigerant leak detection, compressor performance verification, and evaporator shell-and-tube cleaning.
• Air quality and flow management: HEPA and primary/secondary filter inspections, duct sealing, diffuser airflow measurements, and humidity/temperature sensor calibration.
• Strict documentation protocols: daily signed job cards, after-service reports, material spares tracking, and electronic submission of completed tender documents.
• Health and safety compliance: submission of a non-returnable safety file, site-specific risk assessments, valid medical surveillance certificates, and appropriate personal protective equipment (PPE). Work cannot commence without formal safety officer approval.
• Warranty and invoicing: new replacements carry a twelve-month guarantee, while repairs carry a six-month guarantee. Invoicing operates on a cost-proven basis capped at the original quotation, with credit notes issued for unused funds.

Skills and Qualification Requirements

• Corporate registration: CIDB contractor grading of 1ME or 1EB or higher.
• Personnel qualifications: Trade-tested electricians, electrical instrumentation artisans, and refrigeration artisans must be employed. Certified CVs are mandatory.
• Specialized certification: Refrigeration artisans must hold valid B6 SARACCA registration.
• Technical expertise: Proficiency in PLC/embedded controller programming, chilled water systems, HVAC automation, and sterile environment maintenance protocols.
• Supervisory capacity: Appointment of a competent project leader and chief artisan/maintenance manager responsible for site supervision, daily reporting, and official sign-offs.
