Objectives

The primary objective is to procure durable identification badges for student nurses undergoing clinical training at Grey’s Hospital. These badges function as official distinguishing devices to clearly identify trainees by their specific course and level of education within clinical environments.

Scope

The tender covers the supply and delivery of two distinct items directly to Grey’s Hospital in Pietermaritzburg:

• Forty (40) dark blue round perspex buttons with pins
• Forty (40) green rectangular perspex buttons with pins

The quotation validity period is ninety (90) days from the closing date. The estimated contract value does not exceed R50,000,000 (inclusive of all applicable taxes).

Technical Requirements

• All items must be brand new, unused, and manufactured to high-quality standards.
• Products must strictly comply with the attached specification form, ensuring accurate colour representation, appropriate dimensions, durable perspex material, and secure pin attachments.
• Bidders must confirm whether the articles conform to relevant South African National Standards (SANS/SABS).
• A warranty of twelve (12) months following delivery and acceptance, or eighteen (18) months from the date of shipment, whichever occurs first, is mandatory.
• Physical samples are compulsory for shortlisted bidders and must be submitted upon written request. Verified proof of past deliveries may substitute samples for previous successful suppliers.

Skills & Compliance Requirements

No specialized technical or professional skills are required beyond standard commercial supply capabilities. Bidders must demonstrate:

• Mandatory registration and active verification on the Central Suppliers Database (CSD).
• Valid tax clearance status compliant with National Treasury directives.
• Ability to complete all mandatory returnable documents accurately, including conflict-of-interest disclosures and preference point claims.
• Reliable logistics and inventory management to ensure timely delivery and adherence to the ninety-day validity window.

Key Terms & Processes

• 80/20 Preference Point System: Evaluation allocates eighty (80) points to price competitiveness and twenty (20) points to transformation goals. Full points are awarded to companies that are at least fifty-one percent (51%) owned by Black people. Claiming these points requires submitting a valid BBBEE verification certificate or a sworn affidavit.
• Sample-Driven Shortlisting: Following initial administrative and specification compliance checks, the top three scoring bidders will be invited to submit physical samples. Failure to submit compliant samples results in immediate disqualification.
• GCC & SCC Framework: The contract operates under standard General Conditions of Contract (GCC) and Special Conditions of Contract (SCC). These outline payment within thirty days of invoice submission, penalty deductions calculated at the prime interest rate for delayed deliveries, and termination rights for default, insolvency, or fraudulent practices.
