Objectives

To procure a qualified service provider to inspect, diagnose, and repair three faulty 16-kilowatt air conditioning units at the Umzimkhulu Magistrate Court. The primary goal is to restore full operational functionality to the cooling systems while adhering to strict South African public procurement regulations and quality standards.

Scope

The contract encompasses the complete maintenance and repair cycle for three specific 16KW air conditioning systems located at the designated court facility in KwaZulu-Natal. Scope activities include:

• On-site inspection and fault diagnosis of mechanical and electrical components.
• Replacement of defective parts, compressors, or control modules as required.
• Safe handling, recovery, and recharge of refrigerant gases.
• Post-repair testing, commissioning, and verification of optimal cooling performance.
• Compliance with all applicable occupational health, safety, and environmental regulations during execution.

Technical Requirements

• CIDB Grading: Bidders must hold a minimum Contractor Grading of 1 ME (Mechanical Engineering). This designation certifies the firm's financial and operational capacity to execute small-scale mechanical engineering projects and repairs.
• Central Supplier Database (CSD): Registration on the CSD is compulsory. The CSD is the national government repository that verifies supplier legitimacy, tax compliance, and BBBEE status before any procurement can proceed.
• Evaluation Methodology: Awards follow an 80/20 preference points system per the PPPFA Regulations of 2022. Eighty percent of scoring is allocated to price competitiveness, while twenty percent is reserved for designated socio-economic preferences.
• Preferential Procurement (PA:16): Bidders must comply with PA:16 guidelines, which dictate how points are allocated to promote historically disadvantaged groups, black ownership, and local economic development.
• Gas Handling Certification: Submission of a valid SAQCC Gas Certificate or certified gas card for the assigned technician is mandatory. This ensures legal compliance with pressure equipment and refrigerant management laws.
• Documentation: All bids must include certified proof of trade test qualifications and relevant industry accreditations for employed personnel.

Skills Requirements

• Specialized HVAC Expertise: Technicians must possess advanced training in air conditioning and refrigeration systems, with proven experience servicing 16KW commercial-grade units.
• Refrigerant Management: Personnel must be legally authorized to handle, recover, and recharge refrigerants, demonstrating knowledge of thermodynamic cycles, leak detection, and environmental safety protocols.
• Electrical & Mechanical Diagnostics: Skilled artisans must be capable of troubleshooting complex electrical control boards, motor windings, capacitor failures, and compressor faults using industry-standard diagnostic tools.
• Trade-Level Competence: All executing staff must hold recognized trade test certificates, confirming formal vocational training and practical proficiency in mechanical engineering trades.
