Objectives

To procure professional repair and maintenance services for air conditioning systems at the Kokstad Magistrate Court, ensuring operational reliability, regulatory compliance, and optimal performance of critical facility infrastructure.

Scope

The tender encompasses the diagnosis, repair, and component replacement for nine (9) faulty air conditioning units, as well as routine preventative servicing for ten (10) additional units. The contract will be awarded to the highest-scoring compliant bidder using a structured points-based evaluation system.

Technical Requirements

• CIDB Grading: Bidders must hold a minimum Construction Industry Development Board (CIDB) contractor grading of 1 ME or higher. This designation certifies the firm's financial and technical capacity to execute mechanical engineering projects within a specified monetary threshold.
• Central Supplier Database (CSD): Registration on the CSD is mandatory. This is the national government portal used to verify supplier legitimacy, tax clearance, and basic corporate compliance before procurement engagement.
• PPPFA Scoring Framework: Evaluation follows the Preferential Procurement Policy Framework Act Regulations 2022, applying an 80/20 split. Eighty percent of points are allocated to price competitiveness, while twenty percent are reserved for designated preference points.
• SAQCC Gas Certification: A valid South African Qualifications Certification Council (SAQCC) gas certificate or certified gas card is compulsory for any technician handling refrigerant-related work. This ensures legal, safe, and environmentally compliant manipulation of pressurised gases.
• Preference Allocation (PA:16): Bidders must adhere to PA:16 guidelines to claim additional points for specific socio-economic development goals as stipulated in the PPPFA regulations.

Skills Requirements

• Refrigeration & Air Conditioning Expertise: Technicians must possess certified competency in HVAC systems, explicitly validated by SAQCC gas certification to legally handle refrigerants and perform complex fault rectifications.
• Project Execution Capability: Supervisory staff must demonstrate experience in managing multi-unit servicing operations, including diagnostic troubleshooting, parts sourcing, installation compliance, and quality assurance aligned with CIDB 1 ME standards.
• Procurement Compliance Proficiency: Personnel responsible for bid submission must be adept at navigating public sector documentation requirements, including CSD verification, PPPFA scoring calculations, and preference allocation declarations.
