Objectives

To procure a qualified service provider for the maintenance, servicing, and repair of heating, ventilation, and air conditioning (HVAC) equipment at the Umkhulu Magistrate Court in KwaZulu-Natal, ensuring uninterrupted climate control and operational compliance for the Department of Justice facility.

Scope of Work

The contract encompasses comprehensive diagnostic, preventive, and corrective maintenance of existing HVAC systems at the specified court premises. Duties include routine servicing, fault identification, component replacement, system calibration, and restoration of full operational capacity as required throughout the contract period.

Technical Requirements

• Contractors must hold a minimum CIDB Contractor Grading Designation of 1 ME or higher.
• Mandatory registration on the Central Supplier Database (CSD) is required for bid evaluation.
• Evaluation will apply an 80/20 Price and Preference Points Scoring System in accordance with the PPPFA Regulations of 2022.
• Bidders must comply with PA:16 guidelines to qualify for specific goal preference points.
• All submissions must be received before the closing deadline; late bids will be rejected.

Skills Requirements

• The bidding entity must employ a minimum of two technicians or artisans.
• Personnel must be authorized Gas Practitioners with active registration under the South African Qualifications Certification Committee for Gas and Fire (SAQCC).
• Valid SAQCC registration certificates must be submitted with the quotation; failure to comply may result in disqualification.
• Staff must demonstrate verified competency in HVAC maintenance, refrigerant handling, gas line safety, and fire-protection system protocols.
