Objectives

The primary objective is to restore uninterrupted electrical power supply to the South African Police Service (SAPS) station in Richards Bay, KwaZulu-Natal, following a transformer explosion. The project aims to safely troubleshoot, repair, and reinstate power distribution from the municipal grid to the facility’s critical infrastructure, ensuring operational continuity for law enforcement activities.

Scope of Work

The successful bidder will be responsible for delivering end-to-end electrical restoration services, including:

• Conducting systematic fault-finding to locate damaged or defective underground/overhead cabling.
• Repairing or replacing faulty cables to meet safety and performance standards.
• Executing troubleshooting and major servicing on existing electrical assets.
• Restoring full power functionality from the municipality grid to the 500kVA 11kV/415V ONAN Dyn11 Mini Substation and the connected police station.

Technical Requirements

Bidders must demonstrate technical competence in high-voltage electrical systems and comply with stringent public procurement regulations:

• High-Voltage Capability: Proven ability to safely isolate, test, and repair 11kV/415V distribution networks and transformer substations.
• Scoring Framework: Evaluation follows the PPPFA Regulations 2022 using an 80/20 price-to-preference points system.
• Mandatory Documentation: Submission of a fully completed SBD 3.1 Pricing Schedule (Firm Prices), a duly signed PA32 Invitation to Bid, and a valid, non-expired COIDA Letter of Good Standing.
• Supplier Registration: Active registration on the Central Supplier Database (CSD) is compulsory prior to submission.
• Socio-Economic Compliance: Bidders must apply point allocations in accordance with PA:16 requirements under the PPPFA 2022.

Skills Requirements

Service providers must deploy personnel with verified expertise in:

• Certified electrical engineers or master electricians specializing in medium-voltage (11kV) cable fault detection, jointing, and termination.
• Technicians trained in transformer maintenance, substation commissioning, and power restoration protocols.
• Proficiency in insulation resistance testing, earth fault loop impedance measurement, and safe isolation procedures.
• Familiarity with South African National Treasury bidding documentation and compliance frameworks.

• PPPFA 2022 (80/20 System): A scoring methodology where 80% of evaluation points are awarded based on competitive pricing, and 20% are allocated for designated socio-economic preferences (e.g., black-owned, women-owned, or disability-owned enterprises).
