To procure professional maintenance, servicing, and repair services for Heating, Ventilation, and Air Conditioning (HVAC) systems at the Umlambulu Magistrate Court in KwaZulu-Natal. Scope

The contract encompasses comprehensive diagnostic, preventive maintenance, and corrective repair works for existing HVAC installations at the specified judicial facility. Responsibilities include system inspections, fault identification, component replacement, refrigerant handling, electrical and mechanical troubleshooting, and performance optimization to maintain statutory compliance and operational readiness.

Technical Requirements

• Bidders must hold a minimum Construction Industry Development Board (CIDB) Contractor Grading of 1 ME or higher.
• Mandatory registration on the Central Supplier Database (CSD) is required for bid evaluation.
• Evaluation applies the Preferential Procurement Policy Framework Act (PPPFA) Regulations 2022, utilizing an 80/20 price-to-preference scoring formula.
• Bidders must submit verified documentation to claim specific goal points (PA:16) as stipulated in the PPPFA regulations.
• All quotations must be physically delivered to the designated government office before the closing deadline; late submissions will be automatically rejected.

Skills Requirements

• The contracting entity must employ a minimum of two technicians or artisans qualified as Gas Practitioners.
• These personnel must hold valid registration with the South African Qualifications Certification Committee for Cooling and Refrigeration (SAQCC) specifically for gas and fire safety compliance.
• Current SAQCC registration certificates for all required staff must be included in the submission. Failure to provide these documents results in immediate disqualification.
