Objectives

The primary objective is to secure a reliable, energy-efficient power solution for the Justice facility in Mtunzini by procuring, delivering, and installing a 12KVA solar photovoltaic (PV) system. The KwaZulu-Natal Department of Public Works aims to achieve sustainable energy infrastructure through a competitive, points-based evaluation process that rewards technical compliance, capability, and overall value rather than price alone.

Scope of Work

• Supply: Provision of all hardware, inverters, batteries, mounting structures, and cabling required for a complete 12KVA solar system.
• Delivery: Secure transportation of all equipment to the designated government site in Mtunzini.
• Installation: Mechanical and electrical integration, including structural mounting, wiring, and system configuration.
• Commissioning & Testing: Full operational verification, performance benchmarking, and safety checks prior to client handover.
• Maintenance & Repairs: Ongoing servicing, fault resolution, and system optimisation to ensure long-term reliability.

Note: No site briefings will be conducted. Tenderers are expected to assess site conditions independently using available documentation.

Technical Requirements

• System must deliver a minimum continuous output of 12KVA.
• All components must comply with applicable South African National Standards (SANS) and recognised international safety and performance benchmarks for solar PV installations.
• Tenderers must demonstrate end-to-end capability covering supply, logistics, installation, commissioning, testing, and post-installation maintenance.
• Strict adherence to standard conditions of tender and mandatory eligibility criteria is required. Submissions failing to meet baseline qualifications will be rejected.

Skills & Experience Requirements

• Proven track record in supplying and installing commercial-scale solar PV systems.
• Certified electrical engineers and renewable energy technicians qualified to perform safe installation, system integration, and commissioning.
• Project management expertise to coordinate site works, quality control, and regulatory compliance.
• Technical proficiency in preventive maintenance, diagnostic troubleshooting, and performance monitoring.
• Formal satisfaction of all eligibility criteria stipulated in the tender documentation.

Highest Scoring Acceptance Tender: This denotes a points-based evaluation methodology rather than a lowest-price award. Bidders will be assessed against predefined technical, compliance, and experience criteria. The contract is awarded to the supplier achieving the highest qualifying score, ensuring optimal capability and risk mitigation.

Commissioning: The structured, documented process of verifying that the solar system’s design, installation, and operational performance align with engineering specifications, manufacturer guidelines, and safety standards before formal handover to the client.
