Objectives

The primary objective of this tender is to procure services for the service and repair of all air conditioning units at the Department of Justice facilities in Melmoth and Inkanyezi for a period of three months. The aim is to ensure the proper functioning, maintenance, and safety of the air conditioning systems, thereby supporting the department's operational needs and compliance with health and safety standards.

Scope

The scope of work includes:

• Inspection, servicing, and repair of all air conditioning units, including split systems, ducted units, wall-mounted units, and other models as specified.
• Replacement of faulty compressors, capacitors, filters, driers, valves, and other components as needed.
• Refilling and handling of refrigerants such as R134A, R22, R404A, etc.
• Maintenance of electrical components, circuit breakers, isolators, contactors, and overloads.
• Provision of spare parts, consumables, and accessories required for repairs.
• Carrying out safety checks, system diagnostics, and ensuring units are left in good working order.
• Site inspection, preparation, and adherence to safety and environmental standards.
• Documentation of repairs, costs, and compliance in line with contractual and safety requirements.

Technical Requirements

The technical requirements encompass:

• Compliance with the Occupational Health & Safety Act, 1993, and relevant regulations.
• Use of approved and certified equipment, tools, and materials that meet South African standards (SANS).
• Provision of qualified HVAC technicians and artisans with proof of registration and relevant qualifications.
• Adherence to manufacturer specifications for servicing and repairs.
• Implementation of safety measures including lockout/tagout procedures, fall protection, and PPE usage.
• Preparation of detailed maintenance and repair reports, including system diagnostics and component replacements.
• Site-specific risk assessments, method statements, and safety plans prior to commencement.
• Proper handling and disposal of refrigerants and hazardous materials in accordance with environmental regulations.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in servicing and repairing commercial HVAC systems, preferably in government or large institutional facilities.
• Qualified personnel including HVAC technicians, refrigeration mechanics, and electrical specialists with valid certifications and registration (e.g., SAQCC, SACPCMP).
• Capacity to carry out diagnostics, repairs, and component replacements efficiently and safely.
• Knowledge of refrigerant handling, environmental compliance, and safety standards.
• Ability to prepare detailed reports, maintenance schedules, and compliance documentation.
• Demonstrated ability to work within safety regulations, including site safety plans and hazard management.
• Capacity to respond promptly to emergency repairs and site inspections.
