Objectives

The primary objective of this tender is to develop an empty container stacking area (Area 100) at Pier 1, Durban, by resurfacing the existing pavement to improve operational safety, efficiency, and capacity utilization. The project aims to enable full utilization of the stacking area, reduce equipment breakdowns, and ensure compliance with safety standards, while minimizing disruptions to port operations.

Scope

The scope includes temporary civil works for resurfacing Area 100, involving patching potholes, filling depressions, and leveling uneven surfaces to restore pavement integrity. The scope also covers site clearance, security, safety, environmental management, and reinstatement of the site post-completion. The works are to be executed in a manner that ensures safety, minimal disruption, and compliance with all statutory and port-specific requirements.

Technical Requirements

• Resurfacing of pavement in Area 100, including patching potholes and filling depressions.
• Compliance with the Employer’s safety, environmental, and quality standards.
• Development and adherence to a detailed construction programme aligned with port operations.
• Preparation of method statements covering execution approach, resource allocation, traffic management, and safety measures.
• Provision of site facilities, security, and access control as per port security regulations.
• Use of approved materials and standards (e.g., SANS specifications, civil engineering standards).
• Implementation of environmental management measures to control noise, dust, water, and waste.
• Completion of works within the specified timeframe, targeting a 2-month duration.

Skills and Skills Requirements

• Proven experience in civil engineering, pavement rehabilitation, and surfacing works, with a minimum CIDB grading of 3 CE.
• Demonstrated ability to develop and implement construction programmes aligned with NEC3 ECC requirements.
• Capability to prepare and submit detailed method statements covering safety, environmental, traffic, and construction management.
• Qualified personnel including a registered Health and Safety Officer (SACPCMP), experienced civil engineers, and site supervisors.
• Knowledge of port security protocols, environmental regulations, and port-specific safety standards.
• Ability to coordinate with port authorities, security, and other stakeholders to ensure smooth execution.
• Capacity to manage site logistics, security, and environmental controls effectively.
