The primary objective of this tender is to procure reliable, single-use disposable protective boot covers for clinical environments at Port Shepstone Hospital. Scope

The contract entails a once-off supply and delivery of ten (10) boxes of disposable protective overshoes, with each box containing one hundred units. Deliveries must be made directly to the hospital's Supply Chain Management department during weekday office hours (07:30–15:00). The procurement adheres to national public sector supply chain management regulations, emphasizing administrative compliance, specification adherence, competitive pricing, and socio-economic transformation through preferential procurement mechanisms.

Technical Requirements

• Design & Fit: High calf configuration for maximum lower leg coverage. Integrated elasticated openings at the ankle and top calf must ensure a secure, non-slip fit.
• Material & Performance: Constructed from microporous laminated fabric that is anti-static, fluid-resistant, and tear-resistant. Seams must be reinforced via stitching or ultrasonic welding to minimize fluid penetration.
• Sole: Features an embossed anti-skid or non-slip textured pattern for enhanced traction on wet clinical floors.
• Colour & Packaging: Must be green. Packaged in boxes of 100 units.
• Labeling & Traceability: Each container must clearly display lot/batch numbers, manufacturing and expiry dates, and manufacturer details.
• Certification: Bidders must provide SABS/SANS proof of certification or equivalent quality documentation.
• Validity & Condition: All products must have a minimum shelf life of six months from the date of delivery. Expired, damaged, or second-hand goods are strictly prohibited.
• Delivery Conditions: Deliveries are only accepted on weekdays during designated hours. Weekend and public holiday deliveries will be rejected.

Skills Requirements

This tender involves the supply of standardized medical consumables and does not require specialized professional qualifications, engineering expertise, or complex service delivery capabilities. Bidders must demonstrate basic commercial trading competence, reliable logistics, and inventory management capacity. Proof of previous successful deliveries to public or private health facilities may be requested to verify supply chain reliability and risk management compliance.

Key Procurement & Contractual Terms

• 80/20 Preference Point System: Evaluations allocate 80 points for competitive pricing and 20 points for specific socio-economic goals, primarily rewarding fully South African-owned enterprises to promote economic transformation.
• Mandatory Government Forms (SBD4 & SBD6.1): Bidders must complete standardized State Bid Document forms. SBD4 discloses conflicts of interest or relationships with state employees, while SBD6.1 claims preference points for designated goals.
• Central Suppliers Database (CSD) Registration: All bidders must be actively registered on the National Treasury's CSD platform. Failure to provide a valid CSD report results in automatic disqualification.

• Performance & Penalties: The contract operates under standard General Conditions of Contract (GCC). Late deliveries incur financial penalties calculated at the prevailing prime interest rate per day. The purchaser reserves the right to terminate contracts for default, non-compliance, or fraudulent practices, and may impose restriction penalties barring future public sector engagement.
• Price Validity: All quotations must remain firm for ninety days and must include applicable VAT where the bidder is a registered vendor.
