Objectives

The primary objective of this tender is to solicit qualified service providers to undertake the servicing, maintenance, and repair of HVAC and air-conditioning systems at various facilities within the Doj: Amajuba District. The aim is to ensure the systems operate efficiently and reliably over a period of three months, supporting the Department's infrastructure needs.

Scope

The scope encompasses:

• Preventive maintenance including full servicing of split units, cassette units, ducted units, and package units, including cleaning filters, coils, drain lines, and checking refrigerant levels and electrical components.
• Corrective repairs such as diagnosing breakdowns, replacing components (motors, compressors, PCBs, capacitors, contactors), and repairing leaks.
• Emergency breakdown response during normal and after-hours.
• Development and updating of an asset register for HVAC units.
• Compliance with applicable laws, standards, and safety regulations.
• Provision of qualified technicians, tools, equipment, and materials, including SABS-approved products.
• Regular reporting, including monthly service reports, incident notifications, and asset management updates.

Technical Requirements

Contractors must:

• Employ qualified HVAC technicians with minimum Trade Test certification and SAQCC-approved registration.
• Provide their own tools, testing devices, and chemicals.
• Use SABS-approved materials and perform leak and pressure tests where necessary.
• Record and submit job cards for each service at each facility.
• Comply with relevant legislation such as OHS Act 85 of 1993, SANS standards, and environmental regulations.
• Ensure all work is inspected and signed off by the facility manager.

Skills Requirements

Applicants must demonstrate:

• Experience of at least 5 years in HVAC servicing and repairs, with relevant references.
• Qualified technicians with valid trade test certificates and SAQCC registration.
• Ability to diagnose faults accurately and perform repairs efficiently.
• Knowledge of refrigerant handling, leak detection, and system pressure testing.
• Adherence to health and safety standards, including PPE and chemical handling protocols.
• Effective communication skills for reporting and coordination with the Department’s project managers.
