Objectives

The primary objective of this tender is to procure services for the service and repair of all air-conditioning units at the Department of Public Works and Infrastructure's Jozini site, for a period of three months. The aim is to ensure all air-conditioning systems are maintained in good working order, with repairs and servicing carried out as needed, including the replacement of faulty parts and components.

Scope

The scope of work includes:

• Site visits to assess and diagnose faults in air-conditioning units.
• Provision of detailed quotations for repairs, including breakdowns of costs for materials and labor.
• Carrying out repairs to restore units to good working condition.
• Replacement of defective parts such as compressors, capacitors, valves, motors, and other components listed in the BOQ.
• Servicing of various types of air-conditioning units, including split units, ducted systems, VRV systems, and window/wall units.
• Provision of spare parts, refrigerants, and consumables required for repairs.
• Adherence to safety and quality standards, including submission of safety files and compliance documentation.
• Completion of all repairs within the specified period, ensuring minimal disruption to operations.

Technical Requirements

The technical requirements specify that:

• The contractor must be qualified and registered with recognized bodies in air conditioning and refrigeration.
• All repairs must comply with manufacturer specifications, good industry practice, and relevant legislation.
• Services must include diagnosis, repair, replacement of faulty parts, and testing to ensure units are operational.
• Replacement parts such as compressors, capacitors, valves, motors, and refrigerants must meet specified standards and be compatible with existing units.
• All work must be documented, including fault descriptions, parts replaced, and costs.
• Service providers must submit detailed BOQ and pricing, including breakdowns for labor and materials.
• All repairs should be completed in accordance with the attached BOQ and scope of work, ensuring units are returned to good working order.

Skills Requirements

The tender requires the service provider to demonstrate:

• Qualified HVAC technicians with recognized certifications (e.g., National Diploma in Mechanical Engineering, registration with SAQA, or SAQCC for artisans).
• Proven experience in servicing and repairing various air-conditioning systems, with references from previous clients for similar projects valued above R200,000.
• Capability to diagnose faults accurately and carry out repairs efficiently.
• Ability to supply and handle refrigerants, capacitors, valves, motors, and other components in accordance with safety and quality standards.
• Personnel resources with appropriate qualifications and experience, including CVs and proof of registration.
• Ability to perform site inspections, prepare detailed quotations, and adhere to safety and safety documentation requirements.

The successful bidder must provide qualified personnel, demonstrate relevant experience, and deliver comprehensive repair and maintenance services for all air-conditioning units at the specified site, within the stipulated period, ensuring compliance with all technical, safety, and legislative requirements.
