Tender Summary: Electrical Fence

Objectives

The primary objective is to engage a qualified service provider to enhance site security through the professional supply, delivery, and installation of an electrical fence at the Moletjie Ga Phaudi office. The procurement also aims to promote municipal developmental goals, including skills transfer, local economic participation, and transformational procurement targets.

Scope of Work

• Supply, delivery, and installation of four hundred square metres (400 m²) of electrical fencing.
• Configuration of eight (8) live lines across the designated perimeter.
• Full project execution including testing, commissioning, and handover.
• Adherence to municipal payment terms, with settlement occurring within thirty days of valid invoice receipt.

Technical Requirements

• Bidders must be registered on the Central Supplier Database (CSD).
• Submission of fully completed and signed Municipal Bid Document (MBD) forms.
• A valid Certificate of Good Standing for Compensation for Occupational Injuries and Diseases Act (COIDA) registration, specifically covering electrical services.
• A valid Construction Industry Development Board (CIDB) grading certificate of 1PE.
• All mandatory documentation must accompany the quotation; omission results in immediate disqualification.
• Evaluation utilises an 80/20 preference point system: eighty points for price competitiveness and twenty points for specific socio-economic goals per the Preferential Procurement Policy Framework Act (PPPFA) of 2022.
• Bidders must demonstrate a clear commitment to skills transfer during implementation.
• The municipality reserves the right to accept or reject any quotation, wholly or partially, without obligation to award to the lowest bidder.

Skills and Experience Requirements

• Company Experience (60 points): Bidders must prove direct experience in supplying and installing electrical fences. Required evidence includes two appointment letters or purchase orders on the client’s official letterhead, accompanied by contactable references. Subcontractor references and generic client testimonials are explicitly excluded.
• Key Personnel Qualifications: While not directly scored, bidders must submit detailed CVs showing a minimum of three years’ experience in electrical work. Additionally, certified copies of one of the following must be provided:
  • N3 or higher Electrical Engineering certification, or
  • Installation Electrician (Wireman’s) licence, or
  • Master Electrician licence.

Preferential Procurement Goals

Up to twenty preference points may be awarded based on specific socio-economic criteria, including:

• Businesses owned by women (more than fifty percent ownership).
• Youth-owned businesses (owners aged eighteen to thirty-four, more than fifty percent ownership).
• Businesses owned by persons with disabilities.
• Local enterprises operating within the Molemole Local Municipality jurisdiction.

Points are prorated if ownership falls below the fifty-one percent threshold. Claimants must submit verifiable documentation such as municipal rates statements, traditional authority confirmations, identity documents, CIPC records, and medical reports.
