80/20 Preferential Points System: Evaluation awards 80 points for competitive pricing and 20 points for socio-economic development goals. Points for specific goals are allocated based on whether the business operates within Nkandla Municipality, King Cetshwayo District, or KwaZulu-Natal Province.
MBD Declarations: Mandatory municipal bidding forms that cover tax compliance (MBD1), conflict of interest and state employee disclosures (MBD4), preference point claims (MBD6.1), past supply chain misconduct (MBD8), and independent bid determination to prevent collusive practices (MBD9).
CSD Registration: Suppliers must be registered on the Central Supplier Database, a national government repository used to verify vendor legitimacy, tax status, and compliance history.
