Objectives

To procure and appoint a qualified, compliant electrical contractor to deliver essential infrastructure and lighting upgrades at the Scottburgh Beach Pavilion, ensuring all works meet municipal safety standards, national electrical regulations, and public procurement frameworks.

Scope of Works

The successful bidder will execute the complete supply, installation, and commissioning of the following components:

• Excavation and erection of four 11-meter utility poles.
• Installation of four 2.5 cross-arms, sixteen brazing straps, one hundred mounting clips, and specified M20 conduits.
• Deployment of 300 meters of 16mm electrical cabling.
• Mounting and wiring of twenty-four 400-watt LED luminaires.
• Installation of four pole distribution boxes, eight 80-amp miniature circuit breakers (BKR), and eight automatic daylight sensors.

Technical Requirements

• Mandatory registration as an Electrical Contractor with the South African Department of Employment and Labour, as required by the Electrical Installation Regulations.
• CIDB engineering construction grading of 1EP or higher. CIDB grading is a national classification system that rates contractors based on financial capacity, plant availability, and project experience.
• Minimum four to five years of operational experience in electrical infrastructure projects.
• Documented proof of successfully completing at least three comparable projects, supported by reference letters or completion certificates.
• Guaranteed access to specialized plant and equipment, specifically a crane truck or pole-erection rig, and a cherry picker or elevated work platform.

Skills & Qualifications Requirements

• Direct employment or formal representation by a registered person holding MV/LV Line Construction authorization.
• The designated representative must possess current certifications in low/high voltage regulation and first aid, with explicit legal authority to supervise, inspect, test, and certify electrical installations.
• Full administrative compliance, including active Central Suppliers Database (CSD) registration and a valid SARS Tax Compliance Status (TCS) PIN. The CSD is the official national registry for all government suppliers, while the TCS PIN verifies tax clearance status.
• Submission of a valid Broad-Based Black Economic Empowerment (B-BBEE) certificate to qualify for preferential procurement scoring.
