Objectives

The primary objective of this tender is to appoint a Service Provider to perform mechanical engineering work for the repairs and refurbishment of the Ficksburg Magistrates Office. The scope includes structural, civil, electrical, and mechanical defect repairs, such as roof repairs, tile replacements, window frame repairs, electrical wiring, perimeter fencing, civil infrastructure, and air-conditioning systems.

Scope

The scope encompasses:

• Basic mechanical engineering services for repair and refurbishment of the Magistrates Office complex.
• Attendance to structural, civil, electrical, and mechanical defects.
• Repairs to roofs, tiles, window frames, cracks, electrical fittings, wiring, perimeter fencing, civil infrastructure, and air-conditioning systems.
• Coordination with other engineering disciplines and service providers.
• Compliance with environmental, health, safety, and legislative requirements.
• Provision of construction monitoring, site supervision, and project management services.

Technical Requirements

The technical requirements include:

• Provision of professional mechanical engineering services aligned with the 2023 NDPWI Scope of Engineering Services and Tariff of Fees.
• Preparation of reports at each project stage: inception, preliminary design, detailed design, documentation, procurement, contract administration, and close-out.
• Design and documentation of repair works, including structural, civil, electrical, and mechanical systems.
• Coordination with other disciplines and compliance with relevant legislation and standards.
• Implementation of environmental impact assessments and adherence to environmental management plans.
• Provision of construction supervision, site inspections, and quality assurance.
• Preparation of final as-built drawings, operation manuals, warranties, and final accounts.
• Compliance with security clearance and occupational health and safety regulations.

Skills Requirements

The tenderer must demonstrate:

• Registration with the Engineering Council of South Africa (ECSA) as a Professional Mechanical Engineer or Technologist.
• Experience in mechanical engineering design, repair, and refurbishment projects, especially in institutional or government buildings.
• Capability to provide multidisciplinary coordination, including civil, electrical, and structural engineering services.
• Proven track record in project management, contract administration, and construction supervision.
• Qualified personnel with relevant experience and professional registration, including key persons listed in the tender documentation.
• Ability to comply with legislative, environmental, health, and safety standards.
• Financial capacity and professional indemnity insurance coverage as specified in the tender requirements.
