Objectives

The primary objectives of this tender are to procure services for detarping rail wagons at the Port of Richards Bay to facilitate efficient offloading of magnetite. The contract aims to ensure that wagons are de-tarped promptly to minimize delays, support the port’s operational throughput of at least five trains per day, and maintain safety and operational standards throughout the process.

Scope

The scope includes providing general workers and necessary tools for de-tarping services over a period of 14 days at various staging lines within the Richards Bay Port Terminal. Specific activities involve:

• Detaching wagons on designated staging lines (Tippler Middle Line, Tippler 1 & 2, New Tippler 2)
• Ensuring all wagons are de-tarped before offloading
• Managing stockpiles and cleaning staging areas
• Adhering to safety, health, and environmental regulations
• Providing PPE and tools as specified

Technical Requirements

• Provision of trained and healthy personnel familiar with plant layout and safety protocols
• Use of PPE at all times, including safety vests, gloves, masks, goggles, and protective clothing
• Availability of all tools listed (e.g., buckets, water pumps, ladders, headlamps, gloves, masks, etc.)
• Conducting risk assessments prior to work commencement
• Timely attendance and submission of daily timesheets
• Compliance with Transnet and TNPA policies and safety standards
• Ensuring employees do not work on moving wagons or cross in between wagons
• Reporting unsafe conditions, incidents, near-misses, and injuries immediately

Skills Requirements

• Qualified and medically fit personnel trained in detarping operations
• Experience in handling detarping activities in a port environment
• Ability to respond quickly to service requests and adapt to demand fluctuations
• Knowledge of safety, health, and environmental regulations applicable to railway and port operations
• Proficiency in conducting risk assessments and safety inspections
• Capability to manage and coordinate a team of at least 90 workers with supervisory oversight
