Objectives

The primary objective of this tender is to procure employee transport services for Transnet Port Terminals (TPT) over a period of 7 days. The goal is to ensure reliable, safe, and compliant transportation for staff across various shifts and routes, supporting operational efficiency and punctuality.

Scope

The scope includes:

• Provision of staff transportation from specified residences to designated TPT locations within Richards Bay.
• Support for ad-hoc transportation requests as needed.
• Operational requirements such as vehicle licensing, safety, and compliance with relevant legislation.
• Provision of vehicles (owned or leased), GPS tracking, and communication systems.
• Implementation of safety, health, and environmental standards, including driver qualifications and vehicle inspections.
• Support for business continuity, strike management, and emergency response plans.
• Adherence to designated routes, shift patterns, and employee grouping schedules.

Technical Requirements

The technical scope encompasses:

• Vehicles must be properly licensed, roadworthy, and designed for passenger transport.
• Minimum fleet size: 10 x 65-seater buses, 3 x 35-seater minibuses, 11 x 22-seater taxis, 6 x 13-seater taxis.
• Vehicles to be fitted with GPS/Tracker systems and communication devices.
• Drivers must hold valid public drivers’ permits, licenses, and have a clean criminal record, sober habits, and medical fitness.
• Vehicles and drivers must comply with safety signage, speed limits, and site access regulations.
• Service provider to conduct daily vehicle inspections and maintain safety standards.
• Provision of a Business Continuity Plan, strike management plan, and emergency protocols.
• Insurance coverage including passenger liability, general liability, and fleet insurance.

Skills and Competency Requirements

The bidder must demonstrate:

• Experience in providing employee transportation services, supported by at least two trade references from recent clients.
• Capability to supply and manage a fleet of the specified size and type, either owned or leased.
• Compliance with all legal and statutory requirements, including licenses, permits, and safety standards.
• Implementation of safety management plans, driver training, and safety audits.
• Ability to develop and maintain a Business Continuity Plan and strike management procedures.
• Provision of GPS/Tracker systems and reliable communication channels for all vehicles.
• Adequate insurance coverage to mitigate risks associated with passenger transport and fleet liabilities.
• Capacity to operate within Richards Bay Municipality and adhere to designated routes and schedules.
