Objectives

The primary objective of this tender is to procure employee transport services for Transnet Port Terminals (TPT) for a period of 7 days. The service aims to ensure reliable, safe, and timely transportation of employees across designated routes, supporting operational efficiency and adherence to safety and legal standards.

Scope

The scope includes:

• Provision of transport services for employees over a 7-day period, with the possibility of extending to a one-month contract.
• Transportation from and to specified employee residences for all operational shifts within designated routes.
• Support for ad-hoc transportation requests as needed by TPT.
• Adherence to safety, licensing, and operational standards, including vehicle licensing, maintenance, and driver qualifications.
• Implementation of safety protocols, vehicle inspections, and compliance with statutory requirements.
• Provision of vehicles that are properly licensed, roadworthy, and equipped with GPS/Tracker systems.
• Support for business continuity, risk management, and emergency response planning.

Technical Requirements

• Vehicles must be designed and manufactured for passenger transport, properly licensed, registered, and roadworthy.
• Provision of a minimum fleet comprising:
  • 10 x 65-seater buses
  • 3 x 35-seater minibuses
  • 11 x 22-seater taxis
  • 6 x 13-seater taxis
• Drivers must hold valid public drivers’ permits, licenses, and have a clean criminal record.
• Vehicles must be fitted with GPS/Tracker systems and communication devices.
• Vehicles must undergo daily inspections and be maintained in a safe, operational condition.
• Service provider must submit a comprehensive Business Continuity Plan, including strike management, emergency protocols, and geographical proximity proof.
• Insurance coverage must include passenger liability, general liability, and fleet insurance with specified minimum coverages.
• Adherence to safety standards, including PPE for drivers, vehicle fire extinguishers, and compliance with safety signage and speed limits.

Skills and Compliance Requirements

• Proven experience in employee transportation, supported by trade references from recent clients.
• Ability to supply and operate a fleet of the specified size and types of vehicles.
• Compliance with all relevant legislation, including Occupational Health & Safety Act, Transport laws, and environmental regulations.
• Registration on the National Treasury’s Central Supplier Database (CSD) and valid tax compliance status.
• Provision of valid operating licenses, permits, and insurance certificates.
• Implementation of safety, security, and risk management protocols, including security clearance if required.
• Capacity to establish a functional office within the Richards Bay Municipality area within two days of contract award.
• Disclose any relationships with DPIP or FPPO and submit relevant declarations and affidavits.
