Objectives

The primary objective of this tender is to procure employee transportation services for Transnet Port Terminals (TPT) for a duration of one (1) month. The goal is to ensure reliable, safe, and compliant transport for employees across designated routes, supporting operational efficiency and punctuality.

Scope

The scope includes:

• Provision of transportation services for TPT employees for one month.
• Adherence to designated routes, shift patterns, and schedules.
• Provision of a fleet comprising various vehicle types (e.g., 65-seater buses, minibuses, taxis).
• Compliance with all statutory, safety, and operational requirements.
• Coordination with TPT for route planning, scheduling, and reporting.

Technical Requirements

The technical specifications and requirements include:

• Vehicles must be designed and manufactured for passenger transportation, not aftermarket conversions.
• Provision of a fleet with minimum vehicle counts: 10 x 65-seater buses, 3 x 35-seater minibuses, 11 x 22-seater taxis, 6 x 13-seater taxis.
• Vehicles must be roadworthy, fitted with valid public operating licenses, and insured (public liability insurance of R50 million per occurrence).
• Drivers must have valid Professional Drivers Permits (PDP), be medically fit, sober, and free from night blindness or medical conditions affecting driving.
• Drivers must adhere to speed limits, safety protocols, and security requirements, including wearing PPE and vehicle markings (reflective jackets, amber lights).
• Provision of a Business Continuity Plan, including strike management and emergency procedures.
• Vehicles should operate within designated routes, with scheduled pickups and drop-offs, and maintain accurate records of services rendered.
• Compliance with all relevant legislation, safety standards, and TPT policies.

Skills Requirements

The skills and qualifications required from the service provider and drivers include:

• Qualified drivers with valid PDP licenses and minimum of 30 valid driver licenses per vehicle type.
• Drivers must demonstrate sober habits, medical fitness (annual medicals), and good conduct.
• Drivers must be trained in safety procedures, route knowledge, and emergency response.
• Service providers must have experience in employee transportation, with references from previous clients within the last five years.
• Ability to manage fleet operations, scheduling, and reporting efficiently.
• Staff must be familiar with safety, security, and operational protocols relevant to TPT’s environment.
