Objectives

The primary objective of this tender is to procure services for the 36-monthly testing of an air receiver at Transnet Port Terminals Pier 2 CVR Workshop. The service aims to ensure the pressure vessel's compliance with safety and regulatory standards through statutory inspections, wall thickness testing, and certification renewal if necessary.

Scope

The scope of work includes:

• Carrying out statutory external inspection of the pressure vessel (air receiver).
• Performing wall thickness tests using ultrasonic measurement techniques.
• Dispensing with internal inspection and hydraulic pressure testing, unless re-certification is required due to non-compliance.
• Re-certification of the vessel if the data plate is non-compliant with relevant standards.

Additional scope details are provided in Annexure A, including specific activities for pressure testing and thickness measurement on oil separators.

Technical Requirements

The technical requirements for the service provider include:

• Provision of an Approved Inspection Authority (AIA) accredited by SANAS.
• Demonstrated experience with pressure vessel inspections, evidenced by at least three traceable references.
• Guarantees and warranties for a minimum of 12 months.
• Lead time of 2 days or less from the date of instruction to commence testing.
• Compliance with Pressure Equipment Regulation of Act 85, including re-certification if data plates are non-compliant.

Evaluation will consider track record, accreditation, warranties, and lead time.

Skills Requirements

The service provider must possess:

• Qualified technicians accredited by SANAS with valid accreditation for at least 12 months.
• Technical expertise in ultrasonic thickness measurement and pressure vessel inspection.
• Ability to deliver services within the specified lead time.
• Compliance with safety, health, and environmental standards applicable to pressure vessel inspections.
