Objectives

The primary objective of this tender is to appoint a qualified service provider to oversee the landfill operations at Stellenbosch Municipality’s landfill site. The supervision aims to ensure compliance with environmental regulations, optimize waste management practices, and safeguard public health and the environment through effective management, monitoring, and reporting of landfill activities.

Scope

The scope of work includes:

• Management of on-site landfill operations in accordance with the Waste Management Licence (WML) and relevant legislation.
• Supervision of waste placement, compaction, and daily covering to ensure sanitary landfill practices.
• Construction and maintenance of waste cells, berms, and cover material management.
• Environmental monitoring, record-keeping, and reporting to the municipality.
• Management of operational hours, waste types, and handling of special waste such as spoiled foodstuff.
• Ensuring safety, health, and environmental standards are maintained at all times.
• Salvaging operations and management of personnel and equipment.
• Coordination of waste removal, site maintenance, and compliance with license conditions.

Technical Requirements

The technical specifications include:

• Appointment of a site supervisor with a minimum of Matric qualification and 5 years relevant experience.
• Provision of management and operational activities during specified landfill operating hours.
• Implementation of waste cell construction with berms, compaction, and cover as per approved plans.
• Use of suitable cover materials and construction of berms to ensure controlled waste deposition.
• Maintenance of site safety, environmental compliance, and waste handling procedures.
• Provision of adequate staffing, equipment, and safety gear.
• Adherence to environmental management programs and operational standards.
• Regular inspections, record-keeping, and reporting to the municipality.

Skills Requirements

The bidder must demonstrate:

• Experience in landfill supervision and management, with at least two references from similar projects within the last three years.
• Qualified personnel with relevant experience and competencies in waste management, environmental compliance, and health and safety.
• Ability to manage operational staff, ensure safety protocols, and enforce license conditions.
• Knowledge of environmental legislation, waste handling procedures, and landfill engineering principles.
• Capacity to coordinate waste removal, site maintenance, and emergency response activities.
• Proficiency in record-keeping, reporting, and communication with municipal officials.
