Objectives

The primary objective of this tender is to procure an online management service for the Stellenbosch Municipality's Tip-off Line, ensuring a 24-hour confidential reporting facility for allegations of dishonesty, unethical behavior, fraud, corruption, and other misconduct. The service aims to facilitate effective reporting, management, and coordination of tip-offs from the public and staff, in line with the municipality’s Fraud and Corruption Policy, until 30 June 2027.

Scope

The scope includes:

• Implementation, management, and coordination of the municipality’s 24-hour Tip-off Line (0800 111 027).
• Provision of a fixed, firm monthly fee for the service from 1 July 2026 to 30 June 2027, with an option for the municipality to shorten the period based on funding.
• Handling and recording of reports related to misconduct, unethical behavior, or fraud.
• Provision of reports and documentation within 5 working days after each month-end.
• Ensuring confidentiality and compliance with relevant policies and regulations.

Technical Requirements

The technical specifications include:

• Provision of a reliable, secure, and accessible 24-hour Tip-off Line service.
• Ability to receive reports via telephone, email, or other remote means.
• Management and coordination of reports, ensuring confidentiality and data security.
• Provision of monthly reports and documentation within specified timeframes.
• Compliance with the municipality’s policies, including fraud prevention and confidentiality standards.
• Provision of references from at least one municipality where similar services are successfully provided.

Skills Requirements

The successful bidder must demonstrate:

• Experience in managing confidential reporting systems, preferably for government or municipal entities.
• Technical expertise in operating secure, reliable communication platforms for tip-off management.
• Ability to handle sensitive information with confidentiality and integrity.
• Capacity to generate reports and documentation as per the municipality’s requirements.
• Knowledge of relevant legal and regulatory frameworks related to whistleblowing, fraud, and corruption reporting.
• Provision of references and evidence of previous successful implementation of similar services.
