Objectives

The primary objective of this tender is to appoint a service provider responsible for the management and operation of the Stellenbosch Municipality's weighbridge system at the landfill site. The aim is to ensure accurate measurement, recording, and reporting of waste entering and exiting the facility to comply with environmental regulations, optimize landfill capacity, support regulatory reporting, and enhance operational efficiency.

Scope

The scope of work includes:

• Full-time operation and management of the landfill weighbridge system during normal working hours.
• Monitoring and recording all waste loads, vehicle details, and waste types brought to the site.
• Ensuring compliance with waste acceptance policies, including recording unacceptable waste and preventing hazardous or prohibited materials from being disposed of.
• Maintaining and calibrating weighbridge equipment, ensuring certification and legal compliance.
• Data backup, storage, and reporting of weighbridge activities.
• Staffing qualified personnel to operate the weighbridge and manage related administrative tasks.
• Integration of weighbridge data with the municipality’s waste management systems.

Technical Requirements

The technical specifications include:

• Operation of a certified and legally compliant weighbridge system at the landfill site.
• Provision of trained personnel to operate the weighbridge full-time during working hours.
• Implementation of measures to prevent unauthorized waste disposal, including recording details of any attempts to dispose of unacceptable waste.
• Daily backup of weighbridge data, stored securely outside the weighbridge office.
• Maintenance and calibration of weighbridge scales to meet legal standards, with certification obtained as required by law.
• Use of compatible computer hardware and consumables (e.g., perforated paper, ink toners) for record keeping.
• Provision of reports and data for regulatory compliance and operational planning.

Skills Requirements

The service provider must demonstrate:

• Experience in operating and managing weighbridge systems at landfill or similar facilities.
• Technical expertise in weighbridge calibration, certification, and maintenance.
• Qualified personnel with relevant training in weighbridge operations and waste management policies.
• Ability to manage data accurately, perform backups, and generate reports.
• Knowledge of environmental legislation, waste classification, and compliance requirements.
• Capacity to implement and enforce waste acceptance policies, including handling unacceptable waste and hazardous materials.
