The primary objective is to procure and deliver essential kitchen appliances to designated healthcare facilities within the KwaZulu-Natal Department of Health. The procurement supports staff welfare and operational efficiency through a transparent, compliant, and value-driven purchasing process aligned with national preferential procurement legislation.
This is a once-off supply contract covering the delivery of the following items to specified provincial health facilities:
All goods must be delivered to the prescribed destinations at the bidder's cost. The quotation validity period is ninety (90) days, and submitted pricing must remain firm throughout the contract period.
Bidders must supply brand-new, unused equipment that complies with South African National Standards (SANS/SABS) and meets the following specifications:
Additional technical conditions include: products must retain a minimum shelf life of six months upon delivery, samples may be requested for physical inspection against specifications, and all packaging must withstand transit risks. The supplier is responsible for safe delivery, warranty compliance (typically twelve months post-delivery), and indemnification against third-party intellectual property claims.
The tender does not mandate specialized technical qualifications, prior project experience, or professional certifications. Success depends on the bidder's demonstrated financial and logistical capacity to source, transport, and deliver the specified quantities on schedule while maintaining full compliance with administrative and regulatory submission requirements.
SBD 4 (Bidder Disclosure): A statutory declaration requiring bidders to disclose any personal, familial, or business relationships with employees of the KwaZulu-Natal Department of Health. Accurate disclosure prevents conflicts of interest; failure to declare results in immediate disqualification.
CSD Registration & Tax Clearance: Bidders must be registered on the Central Suppliers Database (CSD) and hold a valid SARS tax clearance certificate. The CSD is the national repository for verifying supplier legitimacy and tax compliance; non-compliant bids are automatically rejected.
80/20 Preference Point System: Evaluation allocates 80 points to price competitiveness and 20 points to specific socio-economic goals. Full points are awarded to enterprises physically located in the Ethekwini District to promote local economic development.
General & Special Conditions of Contract (GCC/SCC): Standard public sector terms governing delivery timelines, penalty clauses for delays, termination rights, warranty claims, and dispute resolution. Prices must be all-inclusive, and late submissions will not be considered.
