Objectives

The primary objective is to appoint a compliant and experienced service provider to deliver fumigation services across all Molemole Municipality assets on an “as and when required” basis for the 2026/27 financial year. The procurement supports the municipality’s mandate to maintain essential, sustainable, and efficiently managed public infrastructure through proactive pest control.

Scope

The scope covers fumigation services for twenty-one (21) municipal facilities, including administrative offices, community libraries, sports stadiums, technical service depots, landfill sites, traffic stations, civic centres, community halls, sewer treatment plants, cluster offices, tennis courts, sports grounds, senior club houses, and designated street addresses within the Morebeng and Mogwadi regions. Services are priced per square metre and will be executed whenever operational needs arise throughout the financial year.

Technical Requirements

• Valid registration on the Central Suppliers Database (CSD), a national government procurement registry used to verify supplier compliance and eligibility.
• Current Tax Compliance Status PIN issued by the revenue authority.
• Fully completed and signed Declaration of Interest form.
• Fully completed and signed MBD 9 form, a standard municipal declaration confirming the absence of conflicts of interest and adherence to ethical procurement standards.
• Valid pest control operating certificate for the bidding company.
• Minimum functionality score of 80% to advance to price evaluation. Functionality is assessed exclusively on documented company experience in fumigation, rated from poor to excellent, supported by two direct appointment letters with verifiable client references.
• Quotations must be submitted on official company letterhead, remain valid for fourteen days, and include a completed Schedule of Previous Work detailing comparable projects.
• Subcontracting references or testimonials are not accepted; only direct client appointments will be evaluated.

Skills Requirements

Bidders are explicitly mandated to ensure skills transfer. This requires deploying trained fumigation specialists who can execute pest control operations safely and effectively while systematically transferring relevant technical knowledge, safety protocols, and operational competencies to municipal staff or local personnel.
