Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver fumigation services across all Molemole Local Municipality properties as and when required during the 2026/27 financial year. The municipality seeks a reliable partner to maintain pest-free environments in line with its mission of providing essential and sustainable services efficiently.

Scope

The scope encompasses fumigation works for twenty-one (21) municipal premises situated in the Morebeng and Mogwadi regions. These facilities include municipal offices, community libraries, stadiums, landfill sites, traffic stations, civic centres, sewer plants, community halls, cluster offices, sports grounds, club houses, and various administrative and residential municipal buildings. Services will be procured on a per square metre (m²) pricing model under an "as and when required" framework, meaning the municipality will issue individual work orders intermittently based on operational demand rather than committing to a fixed volume.

Technical Requirements

• CSD Registration: Bidders must be registered on the Central Suppliers Database (CSD), which is the official national government procurement registry used to track supplier compliance and eligibility.
• Submission Documentation: Quotations must be issued on official company letterhead, include a completed Annex A schedule of previous work, and attach two direct appointment letters with verifiable client references. Subcontractor references are explicitly excluded.
• Evaluation Methodology: The tender employs an 80/20 preference point system, a standard South African procurement scoring model where 80 points are awarded for price competitiveness and 20 points for socio-economic development goals. Bidders must secure a minimum of 80% functionality score to advance to price evaluation.
• Preference Points: Up to 20 points are allocated for specific developmental criteria: 5 points for businesses operating within Molemole Municipality, 5 points for enterprises with ≥51% women ownership, 5 points for persons with disabilities, and 5 points for youth (18–34 years) ownership ≥51%.
• Commercial Conditions: Quoted prices must remain valid for fourteen (14) days. Payment will be processed within thirty (30) days of invoice receipt. The municipality retains full discretion to accept or reject any bid wholly or partially.

Skills Requirements

• Proven Industry Experience: Bidders must demonstrate prior fumigation experience through two direct client appointment letters and contactable references, verifying capability to handle municipal-scale pest control operations.
• Skills Transfer Obligation: The contract explicitly mandates that the successful bidder facilitate skills transfer to municipal personnel or local workers. This ensures knowledge exchange regarding safe fumigation practices, equipment handling, and pest management protocols.
• Operational Compliance: Providers must adhere to occupational health and safety standards relevant to chemical fumigation, maintain accurate job completion records, and submit invoices promptly to align with the 30-day payment cycle.
