Objectives

The primary objective of this tender is to appoint a qualified service provider to perform water quality and effluent monitoring of ground water, storm water, effluent discharges, and drinking water systems at TPT Saldanha. The monitoring aims to assess environmental impacts of terminal activities, ensure compliance with legislation, and provide laboratory testing, analysis, and maintenance services over a period of twelve (12) months.

Scope

The scope includes:

  • Laboratory testing and analysis of water samples from ground water, storm water, effluent, and drinking water sources.
  • Monitoring of groundwater wells and marine water quality at designated sites.
  • Field measurements such as electrical conductivity, total dissolved solids, groundwater levels, rainfall, chemical oxygen demand, color, temperature, settleable solids, inorganic dissolved solids, and various chemical and physical parameters.
  • Sampling and analysis of effluent discharges from specified sites (e.g., oil separators, R.O. plant, wash bays).
  • Storm water sampling at designated points, ideally within 30 minutes after rainfall, with sampling points specified in annexures.
  • Monitoring of evaporation ponds, including sampling, analysis, and reporting on pond build-up and water quality.
  • Maintenance checks, well purging, and system condition assessments.
  • Preparation of monthly reports with analysis, interpretation, and recommendations.

Technical Requirements

The service provider must:

  • Be experienced in water quality monitoring, sampling, and laboratory analysis, with a proven track record of at least two years.
  • Provide qualified personnel with relevant tertiary qualifications and experience in environmental science.
  • Use accredited laboratories (SANAS) for analysis, with valid certificates and calibration documentation.
  • Ensure sampling follows ISO 5667/3 guidelines and Method 1060/C standards, with proper sample preservation and handling.
  • Conduct field measurements and analyses as specified, including parameters such as COD, color, temperature, settleable solids, inorganic dissolved solids, and others listed.
  • Maintain compliance with relevant legislation, permits, and environmental standards, including the National Water Act and South African Water Quality Guidelines.
  • Implement safety procedures, including scene safety during sampling, hot work permits, lock-out procedures, and emergency preparedness.
  • Provide monthly reports with findings, interpretations, and recommendations, including system status updates.
  • Ensure all equipment and sampling methods are compliant with standards and are properly calibrated and maintained.

The successful service provider must demonstrate:
